  • 2 Aug 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, this is a very wonderful time because of the passage of The Media Bill. I would also urge media houses to seriously consider remunerating journalists properly, so that they can also improve their welfare and circumstances and become professional journalists. Kenya has come to the point where one step will result in a thousand miles in media houses. I congratulate the Minister for having been bold enough to bring here this Bill, which was controversial out there. The House has overwhelmingly supported this Bill to make media houses recognise the fact that professionalism is very ... view
  • 1 Aug 2007 in National Assembly: Mr. Deputy Speaker, Sir, the Minister is avoiding giving a direct answer to the Question. There is discrimination in the Public Service, particularly in the armed forces where its officers are retired as early as 45 years of age. In the early stages the Directorate of Personnel Management was allowed to assimilate these servicemen into the Civil Service. What action is this Minister taking to ensure that servicemen with a lot of experience in public service are not isolated from this recruitment of personnel? view
  • 1 Aug 2007 in National Assembly: Mr. Deputy Speaker, Sir, my question is that in the previous Government, soldiers who had been retired as early as at 45 years of age were deployed back in the civil society and they were good and experienced personnel. What steps is this Minister taking--- view

  • 1 Aug 2007 in National Assembly: As it were the practice before, is the Minister aware that these servicemen are also part of Kenyan society and that they are entitled to serve in the Public Service of which he is Minister? What consideration does he give, apart from recruiting people from the civil society? Servicemen also need to be considered. Is he taking measures to assimilate these people into the Public Service Commission? view
  • 1 Aug 2007 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. The hon. Member has asked for a Ministerial Statement. Is the Assistant Minister in order to clarify what is supposed to be prepared and brought to the House? view
  • 1 Aug 2007 in National Assembly: Mr. Deputy Speaker, Sir, when we talk about crime and justice, it does not carry two faces. We know very well what happened in Oklahama, when an individual bombed and killed innocent children in school. The result was that he also paid by death through lethal injection. We are talking about a developed country which deals with hard core criminals. Mr. Deputy Speaker, Sir, when the death sentence was introduced in this country, there must have been hard core criminals. In 1998, elaborate hard core criminals bombed our city of Nairobi. What if these people were arrested and brought to ... view
  • 31 Jul 2007 in National Assembly: Mr. Deputy Speaker, Sir, could the Assistant Minister tell us if there is black-marketing of tea from farmers in this country like there was black-marketing of coffee during Chepkube time? view
  • 31 Jul 2007 in National Assembly: Mr. Deputy Speaker, Sir, two weeks ago, I asked for a Ministerial Statement from the Minister of State for Administration and National Security concerning the murder of a Deputy Headmistress in Kaburetwa in my constituency, Saboti. The Assistant Minister promised to issue the Statement on Thursday last week. It is now two weeks since then and he has not issued the Statement. view
