  • 9 Aug 2007 in National Assembly: Mr. Chairman, Sir, I stand to oppose Mr. Kajwang's contentions. We are August 9, 2007 PARLIAMENTARY DEBATES 3117 dealing with the issue of deterrence. There are many ways of smoking tobacco. There is cannabissativa, which is actually a contraband of tobacco. These are the issues that we are trying to stress. When we enact a law that will make people abide by it, they have to fear it. We do not have to give them a soft ground. view
  • 9 Aug 2007 in National Assembly: Mr. Chairman, Sir, we are dealing with punishment. We are also dealing with deterrence which will discourage people from smoking aimlessly. We are not saying that you should smoke at your own risk. We are trying to stop people from smoking and we are giving them areas of smoking. We know those who are addicted and those who say that they smoke because they are addicted--- view
  • 9 Aug 2007 in National Assembly: Mr. Chairman, Sir, I oppose the issue that hon. Kajwang has brought to the Floor of the House. view
  • 8 Aug 2007 in National Assembly: Mr. Deputy Speaker, Sir, whereas the Assistant Minister accepts the fact that insecurity in those areas has affected education, he has not taken into consideration the fact that stress has affected the intellectualism of those children. They are still traumatised. Could he consider revisiting that issue and ensure that children who have been affected by the clashes are able to attend universities? That is because they have been traumatised by the war. view

  • 8 Aug 2007 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. This Motion is very important for the betterment of our country. Privatisation was accepted on the Floor of the House by the previous Government and hijacked by officers in the same Government. But there was no oversight from Parliament as to how those assets were disposed of. We may realise the consequences of privatisation after looking at the cases of Industrial Commercial Development Corporation (ICDC), Kenya Co-operative Creameries (KCC), East African Portland Cement (EAPC), Kenya Airways, Kenya Railways Corporation (KRC), Kenya Reinsurance Corporation and tourism lodges like Meru Mulika Lodge, Mt. Elgon Lodge, ... view
  • 7 Aug 2007 in National Assembly: Mr. Speaker, Sir, it is deplorable for the Ministry of Local Government to be collecting cess--- We very well know that county councils have graders. Who does the grading of roads? County councils have the necessary equipment. Who is in charge of grading the roads? Is it the county councils or the contractors? Why did the Minister authorise county councils to buy road graders? view
  • 2 Aug 2007 in National Assembly: Thank you, Mr. Deputy Speaker, Sir. I may say that, that is not an elaborate Statement, but an illustration of events that shows the magnitude of insecurity in Trans Nzoia. Mr. Deputy Speaker, Sir, the latest victim is not even Mrs. Wasike, but a child aged six years old, whose throat was slashed last Saturday in Lessos. The child was murdered after the parents had gone to church. There is a problem of insecurity in Trans Nzoia. In this case, I would say that our people demand a total redeployment of security personnel at the divisional headquarters, which include the ... view

  • 2 Aug 2007 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. Is the Assistant Minister in order to say that the local people in Trans Nzoia District know the killers yet he has accepted that these criminals are foreigners from a different district or Uganda? view
