  • 25 Jul 2006 in National Assembly: Much obliged, Mr. Speaker, Sir. Could the Minister waive the Kshs16 million? Could he revert to the remaining Kshs1 million that is being reflected in the books of accounts? view
  • 25 Jul 2006 in National Assembly: Mr. Speaker, Sir, could the Minister consider the loss of development on that farm from 1992 to todate, caused by the tribal clashes which were a machination of the Government, to waive the money that is remaining? view
  • 25 Jul 2006 in National Assembly: Mr. Speaker, Sir, I would like to know from the Assistant Minister what steps he is taking to contain anthrax since it is an animal to human transmitted disease? view
  • 25 Jul 2006 in National Assembly: Thank you, Mr. Speaker, Sir. With diligence, I stand to support this Motion. As a House, we should support the Kshs1.6 million allocation to the Ministry of Trade and Industry. We should have an industrial vision. The Ministry of Trade and Industry is a kingpin of this country. When we talk about transportation, trade is involved. Communication in this country is pathetic. It falls under other Ministries, but it also affects trade and industry. In agriculture, trade is involved. Under the African Growth and Opportunity Act (AGOA), which mushrooms from the Ministry of Agriculture, trade is involved. Since Independence, our ... view
  • 25 Jul 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, we blame the management of the Kenya Wine Agencies Limited (KWAL) for the collapse of the parastatal. The agency is supported by the Government. But what is the root cause of its problems? Is it that the Ministry of Finance does not support the agency? Is it that traders do not buy wines and whiskies or is it the middleman who has caused it to collapse? The ICDC has been a pivot in the industrialisation of this country. The Industrial Development Bank (IDB) was introduced to support Kenyans. The bank made money here and from ... view
  • 25 Jul 2006 in National Assembly: was formed by experienced artisans who quit their jobs to go and work under scorching sun to earn and promote Kenya's industry. How do we support them? How is Kshs1.5 billion going to July 25, 2006 PARLIAMENTARY DEBATES 2307 support micro-industries? Unfortunately, I did not hear the Minister mention anything about this crucial industry. Why do we have to look at the World Trade Organisation? What do we benefit from there? We have to look at ourselves and build Kenya: "Buy Kenyan and build Kenya". We do not have to look at the outside world. Why do we have to ... view
  • 20 Jul 2006 in National Assembly: Ahsante, Bw. Naibu Spika wa Muda. Wakenya wamechoka na viraka ambavyo vinabandikwa kwenye barabara. Wilaya za Trans Nzoia na Marakwet hazikufaidika kutokana na Bajeti ya mwaka huu. Ni lini barabara zetu zitatengenezwa vizuri badala ya kuzibandika viraka? view
  • 19 Jul 2006 in National Assembly: asked the Minister for Environment and Natural Resources:- (a) whether the he is aware that Pan African Paper Mills has continued to cut down trees in Mt. Elgon water catchment areas, including Kiboroa forest, Mt. Elgon forest and others without replanting trees, leading to change of rain patterns in Kenya. (b) whether he is further aware that the above company has not contributed anything in terms of development to the people of Trans Nzoia, despite the destruction of their environment. (c) what measures he is taking to ensure that Pan Paper Mills is stopped from further destroying our environment, and ... view
  • 19 Jul 2006 in National Assembly: Mr. Speaker, Sir, I want it to go on record that it has become a habit of Ministers to ignore the realities of the Questions and always answer: "I am not aware!" Mr. Speaker, Sir, Mt. Elgon Forest has been depleted. I am not aware that Pan Paper Mills has any trees nurseries along or below the slopes of Mt. Elgon. The Minister has gone ahead to tell this House that Trans Nzoia has benefitted from trees from Kaptagat and Webuye. The Minister has also said that Trans Nzoia has benefited through HIV/AIDS programmes. All the things that he has ... view
