Kwa nini anaweka sharti kwamba Wabara waelewe mambo ya Mombasa hali yeye anahusika na mambo hayo? Amechukua jukumu gani kama mtu anayeielewa historia ya Mombasa kuyasuluhisha mambo hayo?

Mr. Speaker, Sir, having a good knowledge of the operations of the IFAD, I beg to differ with what the Assistant Minister is telling the House this afternoon. The IFAD is spending more money on workshops and seminars in hotels and cities. Could he tell this House how much money the IFAD has spent on Kaberua Forest in Trans Nzoia District where we want to get water by gravitation?

On a point of order, Mr. Speaker, Sir. Is the Assistant Minister in order to mislead the House that what the President says is not a decree; ordering the Ministry to do what he feels is best for the people? Is he in order to mislead the House that what the President says is not implementable?

asked the Minister for Tourism and Wildlife:- (a) whether he is aware that most local investors in the tourism sub-sector, especially in Northwest Rift Valley, do not receive support from the Tourism Trust Fund (TTF) as a result of which they are almost out of business; (b) whether he could give a list of names of beneficiaries of the fund in Northwest Rift Valley, indicating amounts awarded to each; and, (c) what measures he is taking to support local investors in the sub-sector.

Mr. Deputy Speaker, Sir, before I ask my supplementary question, on record, I am an interested party in this promotion. Whereas, the Minister has enumerated the effort made by the TTF, the project that he is talking about was started in 2000 by Mr. Kalonzo Musyoka. Between the year 2000 and 2005, this particular organization has not done anything for the investors in that region. What steps is he taking to promote wildlife conservancies in West Pokot and Mt. Elgon slopes which fall under the Mt. Elgon and Northwest Rift Valley, and not mid-rift?

Kwa mfano, mtoto akiwa mwizi, mama yake hujua. Iwapo baba hajui mambo kumhusu mtoto wake, je, kazi ya machifu, manaibu wao, wakuu wa wilaya na wakuu wa tarafa ni nini katika nchi hii?

Mr. Speaker, Sir, I am humbled by the answer given by the Minister. However, I am perturbed by the fact that the cost of that farm was Kshs4 million. That was the money owed to the British Development Bank through the ADC. That money was sanctioned by Sir Henry Masinde Muliro, the then hon. Member of Parliament. The members had paid Kshs3 million and remained with only Kshs1 million to complete the transaction. There was no development on the farm during the 1992 tribal clashes and after the clashes. Could the Minister ask the ADC to waive the Kshs16 million ...
