  • 4 Jul 2006 in National Assembly: Thank you, Mr. Chairman, Sir, for giving me the opportunity to contribute to this Motion. While I stand to support this Motion, I have various misgivings on the proposed tax measures. A lot has been said about sugar-cane, sugar prices and sugar levy. However, the burden of proof now comes to the small-scale farmer, who feeds this country. The fuel levy will affect maize production, which will affect the consumer in the urban areas. The Minister should have looked at the aspect of food production first before he went into taxation. It is agreeable that the country would want to ... view
  • 4 Jul 2006 in National Assembly: On a point of order, Mr. Chairman, Sir. Is it in order for the hon. Member to keep on repeating issues that have been talked about by other hon. Members as stipulated under Standing Order No.87? Can we have another format of addressing taxation? view
  • 29 Jun 2006 in National Assembly: asked the Minister for Housing:- (a) whether he is aware that the National Housing Corporation (NHC) is demanding Kshs73 million from Kitale Municipal Council for a stalled project that involved street lighting and building of houses at Site and Service Scheme in Kitale Town; (b) how many houses had been built before the project stalled and at what cost; and, (c) what urgent steps the Minister will take to ensure that the stalled project is completed. view
  • 29 Jun 2006 in National Assembly: Thank you, Mr. Speaker, Sir. I appreciate the answer the Assistant Minister has given to this House. However, I am dismayed by the fact that the NHC, after receiving money from the Third World Bank Urban Scheme could not tell us why it started tarmacking roads, installed street lighting in Tuwani and abandoned the project half-way, before putting the bulbs. Secondly, could the Assistant Minister justify this case, bearing in mind that the NHC was given money by the World Bank? How did that corporation use the Kshs73 million, if it did not construct the houses? view
  • 29 Jun 2006 in National Assembly: Mr. Speaker, Sir, I am not satisfied with the Assistant Minister's answer because of the Kshs73 million that is being claimed from the Kitale Municipal Council. With due respect to the House and bearing in mind that Kitale is an agricultural area, could the Assistant Minister recommend that this money is written off from the Ministry of Local Government accounts books so that the Kitale Municipal Council can implement the street lighting programme? view
  • 27 Jun 2006 in National Assembly: On a point of order, Mr. Speaker, Sir. Hon. Karume has talked about the behaviour of soldiers, but he has not talked about the dumping of nuclear waste in Kenya. Is he in order to avoid answering valid questions? view
  • 27 Jun 2006 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. You have heard the hon. Member say that one Minister in the Cabinet has seven vehicles allocated to him. Could the hon. Member substantiate his remarks? That is a very serious allegation! view
  • 22 Jun 2006 in National Assembly: Mr. Deputy Speaker, Sir, could we know today from the Ministry of Roads and Public Works and the Ministry of Finance why our roads are in a pathetic state? Is it because the Treasury does not pay the contractors? view
  • 22 Jun 2006 in National Assembly: On a point of Order, Mr. Temporary Deputy Speaker, Sir. This debate has been going on for some time now and as you may have noticed, there has been a lot of repetition of issues from speaker to speaker. Is it in order for me to request the Chair to call upon the Mover of the Motion to respond? view
  • 21 Jun 2006 in National Assembly: Mr. Deputy Speaker, Sir, I will continue with my contribution to the Budget Speech. I rise to say that my people in Trans Nzoia live under squalid conditions. Much has been said but I will talk about this year and the recent displacement of squatters by the Government. We have forgotten what the previous Government did to my people from 1992 to 1996. Thousands of people were displaced and they are still in the marketplaces. The Kenyan Government is not sensitive! Trans Nzoia District is marginalised in the sense that the Government is not sensitive enough to the plight of ... view
