  • 2 Mar 2021 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I stand to support this very important Bill. As my colleagues have said, from the outset, this is the fundamental basis upon which education is built. It is at this point that abilities and disabilities are identified. It is at this point that teachers will be able to spot individuals with talents whether they are dramatists or have certain added acumen. It is also at this time that the character of that young person is built into the future. Currently, our education system appears to be desegregated between what is at the national level ... view
  • 2 Mar 2021 in National Assembly: There is also the issue of saying that education is the greatest equaliser. However, I must go further to emphasise that this is true as long as the teachers’ curriculum and infrastructure are standardised. I thank our Departmental Committee on Education and Research because this is a segment in our education system that has never been identified to be important. Sometimes, the life of a young person was as if you are given a free hand to decide whether to take your child through ECD or otherwise. For that reason, this Bill has given an impetus and a foundation basis ... view
  • 25 Feb 2021 in National Assembly: Thank you very much, Hon. Temporary Deputy Chairman. When I look at what has been proposed by the Committee, there is both the leverage to give the commissioner a wide scope in terms of what he can do, but also the operative word is “may”. It may happen or it may not happen. There is also the aspect of security connotation. The principal amendment clearly says that upon consideration of any special need. I think we cannot over- legislate. That phrase covers everything. Thank you, Chair. view
  • 25 Feb 2021 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I think the host community must accept refugees and that is really the import of the Committee’s amendment. If we want refugees to be accommodated and accepted, I think if the facilities they enjoy are of superior quality than what is locally available, then it should be of common use. view
  • 25 Feb 2021 in National Assembly: On a point of order, Hon. Temporary Deputy Chairman. view
  • 25 Feb 2021 in National Assembly: Thank you very much, Hon. Temporary Deputy Chairman. I support the amendment by the Chairperson. Refugees should be the most protected people on earth because they are running away from circumstances in their own country. If the information about them is put out there in public, I think the insecurity from which they were running from will adversely affect them. view

  • 16 Feb 2021 in National Assembly: Thank you very much, Hon. Temporary Deputy Speaker. I rise to contribute to this very important Bill. The matter before us is very weighty. It is about the law of this country. It is not just for sitting here, but also for posterity. This law must not be rushed. We must look at it with a sharpened pencil so that nothing is going to skip this House. We must learn from other jurisdictions. The immediate referendum is the Brexit. Today, the British want to walk out of the European Union, but they were in a serious quagmire. Many wanted to ... view
  • 16 Feb 2021 in National Assembly: European Union, but on other issues, they want to remain there. Therefore, for that reason, as we look at our referendum Bill, we must have a win-win situation. There should be no people going for the yes and those going to say no. Hon. Temporary Deputy Speaker, several speakers before me have alluded to the fact that let us not posit this Referendum Bill for the Building Bridges Initiative. Let us posit it for posterity, for the future in law making in Kenya. A referendum as it is, is in our Constitution making. Many have been saying it is not ... view
  • 22 Dec 2020 in National Assembly: Thank you very much, Hon. Temporary Deputy Speaker. I rise to make my voice heard on this particular Bill. First of all, without a blink, reading through this Bill, it is very difficult for a common person to understand it. A Bill that is given to this House and is intended to get money from the pockets of Kenyans must be easy to understand. It should not have any interpretation and it should be clear. This is so that even as we move out of this House to speak to our supporters and constituents, we should tell them clearly what ... view
