During the Committee’s sittings, we found a few issues that can be corrected going forward. The absence of certain cadres, gender and religious groups in this particular Report is not a reflection that they were not there in previous appointments. One of the important things I want to bring to the attention of this House is that lack of ratification of this agreement means that we will continue to operate under the 1995 Agreement. I think our laws should be implementable; they should be for posterity. But they should not create administrative encumbrances. The administrators should have the flexibility in terms of running the institutions. There are two areas in the Bill that my honourable colleague has proposed. I congratulate him for his Bill. If really IFMIS was a good thing, then today the financial management in this country would be one of the best. In this country, we have 42 different tribes, speaking different dialects. We are a nation of different people but for unity of purpose, we are one country. If you have watched the international news of late, there is this fire in the USA that has destroyed towns and forests. It is almost out of control. I think this law, being a living document, shows the progressive nature of our laws. This is because the idea of surrogacy and adoption has always been considered to be a normal thing that can just happen outside the normal birth by mothers and the issue of parenthood.
