From the outset, I support it simply because we have a lot of challenges in our counties, one of which is the enforced disappearance of youth. You cannot just expect children to disappear from homes and even schools. For example, you will find that a child has disappeared from school in Isiolo County, yet the school authority and the parents do not know anything. Who is going to be responsible?
