Do not ask me why; that is the practice in those areas. So, it is really important that we appreciate women so that they can also be brought into this business. By actually constructing these abattoirs, we should ensure that they are also introduced into this business by marketing and also running businesses in those abattoirs. That way, we will actually be empowering women and youth in this part of the country. This will also make them self sustaining in terms of their livelihoods. Lastly, Mr. Deputy Speaker, Sir, when we speak of development, this is development because, over the ...

Mr. Deputy Speaker, Sir, I rise to support this Motion. First, I would like to thank Sen. Haji for bringing this Motion because year in, year out, we always have floods causing havoc in those parts of the country. It is really important for the county governments and the Government at large to prevent this disaster. Secondly, I would like to urge the Government and KenGen to do proper planning because if that is done, I believe there will be no problem of floods every year. One of the concerns that we need to address here is that in those ...

Mr. Deputy Speaker, Sir, I beg to second this Motion on the following points. First and foremost, I want to take this opportunity to congratulate the Mover, Sen. (Dr.) Kuti. This is the reason why I feel that we have really lost so much with regard to our culture, especially when you look at the children we have brought to this world and how they have forgotten about their culture. If I may go back to when we were children, we used to respect our elders. For a Senator like Sen. G.G. Kariuki who is The electronic version of the ...

Thank you, Mr. Deputy Speaker, Sir. I stand here to support the Motion. I believe the speakers before me have mentioned several issues that affect the pastoralist communities. But I would like to contribute by saying that although we have The electronic version of the Senate Hansard Report is for information purposes only. A certified version of this Report can be obtained from the Hansard Editor, Senate.

Thank you, Mr. Speaker, Sir, for giving me this opportunity to second the amendment. A lot has been said, but I think we need to look at the legislations that deal with licensing of alcohol. We should introduce heavy penalties for drug barons and those who are found to be guilty of peddling drugs and other substances. Secondly, I think to some extent, we should blame parents. From my experience, you will find some parents carrying their small kids to restaurants where they sit with them on the same table and drink alcohol. What would you expect from that child? ...

Madam Temporary Speaker, I rise to support this Motion. I believe that it is very important, especially to the area where I come from and the country at large. A lot has been said about insecurity and about the roads. I just want to add a few points. Over the years, the Government has established District Security Committees (DSCs), but unfortunately, these committees have never been formalized and empowered. Personally, I would urge the Government that if they really want these committees to work effectively, they should be formalized, empowered and also facilitated. Regarding the issue of illegal firearms, these ...

Thank you, Madam Temporary Speaker. I stand here to oppose this particular Motion simply because of the following reasons. First, the way this Motion is crafted, it will not be a solution to the youth issues in this country. The reason I am saying this is because of other sentiments made by my colleagues. First, we have established so many funds in this country, but as my colleague, Sen. Beatrice, has said, we have never gone back to check why these funds are not helping the youth. So, the most important and critical thing that we need to do in ...

Thank you, Madam Temporary Speaker. I would like to add my voice to this Debate. I will give about three points that I need to add. First and foremost, is the role played by the county assemblies in terms of supervising the County Executive. The County Executive Members, as per the structure, are earning Kshs225,000, if I am not wrong. The county assembly representatives are earning Kshs79,000. So, who will be supervising who? Clearly, we will have a big problem because the members of the Executive will misbehave simply because they will look at county representatives as their juniors. We ...

Mr. Speaker, Sir, I wish to join my colleagues in condoling the family. I came to know the late Sen. Mutula Kilonzo when he was the Minister for Justice, National Cohesion and Constitutional Affairs. As Sen. Hassan said, we really interacted with him. At one time, we really had a lot of problems with Members of Parliament and the Executive when I was working with the Kenya National Commission on Human Rights (KNCHR) and our salary was slashed. We went to see him, so that the salary could be reviewed. I remember Mutula saying:- “You guys are saying that you ...

Mr. Deputy Speaker, Sir, thank you for giving me this opportunity to give my statement. Secondly, my appreciation goes to the United Republican Party (URP) that nominated me to serve in this Senate. Since Independence, this is the only opportunity that we have been given as the people of Upper Eastern to serve as nominated Senator. Mr. Deputy Speaker, Sir, I would like to support the Motion. First and foremost, I would like to talk about insecurity in our country and, moreso, in northern Kenya. We cannot talk about devolution when we have the problem of insecurity in this country, ...
