I would like to support this Petition and thank Sen. (Dr.) Ochillo-Ayacko for presenting it on behalf of the People with Disabilities in Migori County. PWDs have a comprehensive and ambitious legislation. I contributed in developing the regulations years back when I worked with the Kenya National Council for Persons with Disabilities (NCPWD), which operationalises the Act. I know for a fact that in my own county, the budget meant for PWDs was reallocated to other sectors. This illustrates how county governments are not serious on matters affecting PWDs. Over the years, we have discussed these issues, but implementation of legislations in this country is not done properly. In that legislation and regulations, there are matters to do with the buildings. The buildings that came up after the passing of the legislation were supposed to erect access for PWDs.
