abuse of power has created an environment of fear where citizens are hesitant to exercise their democratic rights further deepening the governance crisis in Isiolo County. The Isiolo County leadership has also orchestrated an artificial show of public support through a coordinated deception campaign in individuals, both elderly and youth, who are on the county payroll and are routinely paraded before the media to issue scripted press statements. This same tactic was used during the Senate Committee Oversight visit to Isiolo County. These orchestrated press conferences follow a predictable pattern where legitimate concerns about governance are raised, and these individuals ...

Senate oversight functions and intimidate those holding the county government accountable. Mr. Deputy Speaker, Sir, given the gravity of these matters, I stand before the Senate to request you to direct that- (1) The Ethics and Anti-Corruption Commission (EACC) investigates the suspicious wealth fuelling political unrest and insecurity in Isiolo County; (2) The National Authority for the Campaign Against Alcohol and Drug Abuse (NACADA) investigates the drug trade in Isiolo County and its links to the local political network; and, (3) The Inspector General of Police conducts a complete overhaul of Isiolo County security apparatus to restore law and order ...

Thank you, Mr. Temporary Speaker, Sir. I take this opportunity to join my colleagues in saying pole to the family of our brother, the late Sen. Cheptumo. On my behalf and the people for Isiolo, I say pole. It is not easy. I interacted with Sen. Cheptumo in 2015 when we were asked by both the National Assembly and the Senate to chair the controversial committee on National Security Laws (Amendment) Bill, 2015. That is when I met Sen. Cheptumo when he was a Member of Parliament then. I have interacted with many colleagues in this House, but none like ...

Relations Committee where he was the Chairperson. He had a lot of respect for everyone. When he fell ill, he was not somebody who would tell you, “I am sick.” He would always say, “ Niko sawa tu, naendelea vizuri. ” Many times, we wanted to visit him at home, even when he was in the hospital and when he was at home. He would say he is okay. We tried even booking an appointment to go and see him at home, he would say no. He was somebody who did not want to disturb people. He was committed to ...

Thank you, Mr. Temporary Speaker, Sir. Let me take this opportunity to thank the Senator for Garissa, Sen. Abdul Yusuf Haji, for this amendment of the Bill, which is long overdue. The issue of afforestation and also climate change is like it has taken a back seat. This is very important to our country. We are facing a lot of drought in this country, more specifically in the Northern part. If we seriously implement what is within this particular Bill, we can achieve a lot. I remember those early days when some of us were young; we used to carry ...

responsibility to take care of trees in their schools. However, of late, you do not see such things happening. I hope as soon as this Bill is passed, we will sensitise the schools, the headmasters, and the principals to bring back that kind of practice where tree planting and management of trees is part of our lives. We must recognise climate change in our country because it looks like it is changing every minute. If we keep pace with that particular change, we can help our country and our counties. We need also to review policies that govern tree planting ...

There were proposals earlier on, whether we should get a licence and approval from the Cabinet to use Mathenge for charcoal. I need to check whether that has been done, because if Mathenge is a tree that is affecting our people, then we can use it for charcoal burning instead of cutting down the normal trees. Mathenge can be quite useful for charcoal burning. I would also request, and I do not know whether it is possible, Sen. Abdul Haji to give responsibility to the county government to establish free seedling nurseries in their counties so that members of the ...

Finally, the issue of licencing trees for medicinal purposes. We have so many trees and plants that are quite useful for medicinal purposes. We need to carry out research in our country to make sure that those seedlings are useful. You will see that, today if you go to the chemists and hospitals to buy those drugs, they are quite expensive yet we have trees and herbs that are available to us. It is only a matter of actually financing research to make sure that they are utilised properly and they will be used properly, then they can help our ...
