Mr. Speaker, Sir, Sen. Cherargei is treading on a wrong footing. If he is advising women of this country where he cannot do so, he will put himself in trouble. Is he in order to tell women of this country that they are the ones to choose whether or not to come to the Senate? Whether we have a strong Senate or not is the work of the Senators in this House. We are the ones in the office. It is not the role of women in this House and outside there. Is he in order to put that responsibility ...

Mr. Temporary Speaker, Sir, I rise pursuant to Standing Order No.47(1) to seek a Statement from the Standing Committee on Labour and Social Welfare regarding the recent unlawful dismissal of staff by the Ewaso Ngiro North Development Authority (ENNDA). The ENNDA recently dismissed 56 casual labourers who had been working at the Authority for over 10 years. The casual labourers were dismissed without notice or benefits contrary to the prevailing laws. The Authority proceeded to advertise the jobs in a bid to replace them with individuals from outside. It is right to protect Kenyans’ rights. Secondly, it is the responsibility of the police to protect the rights of the citizens, but it is wrong for us to stand here every now and then blaming the police. I am saying this because we, as politicians, are also to be blamed. This is because if we are told that this place is insecure, we should stop going there. It is not a matter of life and death.

I want to advise the Committee, and I believe that it is going to be the Committee on National Security, Defence and Foreign Relations, that where we are heading is a dangerous zone. We should come up with legislation. All those politicians who are going to be involved in violence should be stopped and blocked from contesting, come 2022.

Thank you, Mr. Speaker, Sir. Let me join my colleagues in congratulating the petitioner and also the Senator for Nandi. I do not know really what we can do regarding the issue of public institutions not paying their dues. As my colleagues have said, most of those who are supplying or procuring services for public institutions like schools, are small scale farmers. Some of them are mama mbogas who borrow money from banks and merry-go-rounds to try and supply food and get something out of it. Unfortunately, those individuals are frustrated. Mr. Speaker, Sir, as Sen. Khaniri has said, this ...

even when they do not have a budget for it. You will see that pending bills are running up to billions of shillings. Of late you will find that most of the contractors or individuals who have contracted with those institutions, they are going to court where they are forced to pay legal fees. In some cases you will find that the Government is actually fined heavily. This is really a very serious issue. This matter has come to the Senate severally and it looks like the Senate has no solution for it. Sometimes we find the Auditor-General carrying out ...
