I would like to comment on the views by the Majority Whip on housing. He said that if we tax housing, the money will be passed on to the consumers and the houses may be very expensive. The house rates of this country are determined by supply and demand. The other issue I want to talk about is on the tourism sector. I have had the privilege of working in this sector for about two years during my youth. I know and I can state with confidence that entry fee to parks is not the major factor influencing the number of people visiting national parks. Still on the same sector of tourism, there is nothing as important as a good business environment. In my opinion the threat to tourism in this country is based on security. Security is very important. If we secure this nation, we shall get more visitors. Even locals are afraid of visiting other parts of the country because they are not assured of their security. Finally, I want to comment on the issue of importation of vehicles. What caught my attention is that there is no mention, to the best of my knowledge, of the issue of motor bikes. We should bring an amendment to ensure that the Excise Duty on motorbikes is removed so that we can benefit our young men and women who are doing business in that sector. I support this Bill. Thank you, Hon. Deputy Speaker, for giving me this opportunity to contribue. I will make three brief comments. I will start with the frustration by Hon. (Dr.) Nyikal. This refers to the universities. Without any fear of contradiction, the universities in this part of the world do not have interface with what is happening in the communities. If this country and counties have to progress, especially the great county of Bomet when you become the governor, it will be important for you or for anybody leading an institution to have the university involved because they have expertise and research.

If the University of Washington closes today, there could be a problem in the United States of America (USA). Even if you close our universities today, the only problem we can have is a backlog. That is because in the process of legislation, we have not put that connection. I want to move that in the future, we should move that amendment to have the respective and relevant department of the university having a nominee in this Act when it is signed into law, and also other Acts to have such representation.
