Order, Senator! Communication is through the Chair and what you have been asked, you do not have to respond. First, when you were telling Sen (Dr.) Khalwale, what you said, you did not prove otherwise and so Sen. (Dr.) Khalwale went forward to ask you for proof. Secondly, you attempted to prove your knowledge but I am equally convinced that that is not sufficient enough to prove as acquitting your basis. So, let us just leave it there. That is not a statement on any discipline and that is why all disciplines are represented here. Proceed, Sen. (Dr.) Khalwale.

Order! I think Sen. Kajwang raised a pertinent question on whether the contributor is relevant to the debate. First, I do not think we should gag him from expressing an opinion unless he persistently goes in a direction that is completely contrary to what is being debated. So far, I am satisfied that the Senator has been very relevant to the Bill. Distinguished Senators, you may recall that in April this year, a consultative meeting between Senators and Governors was held in Eldoret during which a number of issues of common interest were discussed. Thank you, Sen. (Dr.) Machage for the information, but that is what informed the decision to defer the matter to next week. What was the status on the Committee on Roads and Transportation? The Chairperson of Committee on Lands and Natural Resources was actually very ready with the Statement yesterday. I see the Member who sought it here and we agreed that it be issued today.
