First, when you were telling Sen (Dr.) Khalwale, what you said, you did not prove otherwise and so Sen. (Dr.) Khalwale went forward to ask you for proof. Secondly, you attempted to prove your knowledge but I am equally convinced that that is not sufficient enough to prove as acquitting your basis. So, let us just leave it there. First, I do not think we should gag him from expressing an opinion unless he persistently goes in a direction that is completely contrary to what is being debated. So far, I am satisfied that the Senator has been very relevant to the Bill. Distinguished Senators, you may recall that in April this year, a consultative meeting between Senators and Governors was held in Eldoret during which a number of issues of common interest were discussed.
