  • 27 Nov 2013 in National Assembly: Hon. Temporary Deputy Speaker, I have an issue concerning administration of justice. You note that this particular Committee has very many Statement requests that are pending. Maybe, it handles hot issues. I sought a Statement on 8th of this month, but it is still pending. I was given a commitment that the request would be responded to next week but to-date, no response is forthcoming. It is now more than three weeks since I requested for the Statement. view
  • 27 Nov 2013 in National Assembly: No, no! When I sought the Statement, the undertaking given then was that it would be brought on Thursday. It has now taken over three weeks. The Statement was about some very urgent issues, where many police officers had been removed from town centres in my constituency. In fact, the matter is of grave concern to my constituents because many schools and health centres have been closed. I understand that he said he has got an answer. It will be very good if he could respond to my request. view
  • 8 Oct 2013 in National Assembly: Thank you, hon. Deputy Speaker. Pursuant to Standing Order 44(2)(c), I wish to seek a Statement from the Chairperson of the Departmental Committee on Administration and National Security concerning the rising level of insecurity, leading to the closure of public facilities due to the withdrawal of police officers from various town centres. Due to the insecurity brought about by the Al Shabaab insurgency in the border regions, security personnel and innocent Kenyans have lost their lives and The electronic version of the Official Hansard Report is for information purposesonly. • 8 Oct 2013 in National Assembly: properties. The additional threats due to withdrawal of security personnel have led to the closure of public schools and dispensaries. For instance, in Fafi Constituency eight schools and four dispensaries have been closed down for this reason. That is disadvantaging the area residents. Teachers in schools like Garesweno, Masabubu, Habagdera, Worable, Fafi, Malahmaru and Aleemeji Primary Schools, as well as Galmagala Secondary Schools, have fled the schools. In his Statement, the Chairperson should inquire into and report on the following matters: the number of Kenya police personnel in Fafi, indicating their stations; why Administration Police (AP) officers were withdrawn from ... view
  • 8 Oct 2013 in National Assembly: Hon. Deputy Speaker, most of the police stations in my constituency have no vehicles. They have no gadgets. Police officers are there doing literally nothing, because they do not have enough equipment yet the constituency borders Somalia. view

  • 2 Oct 2013 in National Assembly: Thank you, hon. Deputy Speaker. I support the Motion. The hon. Member who has spoken before me said we cannot underrate the nutrient value of milk. There is no day that any Kenyan does not take milk either through tea or any other way. Therefore, milk is a very important component in our life. Hon. Deputy Speaker, to have a health population, increasing production of milk is very vital for us, especially for our children who are growing, the sick people and many The electronic version of the Official Hansard Report is for information purposesonly. • 2 Oct 2013 in National Assembly: others. Kenya is an agricultural country and, therefore, the Government must encourage smallholder livestock farmers to produce milk. But by giving Kshs27 per a litre, the Government is discouraging production of milk. When we talk about cows which produce milk, people think in terms of zero-grazing only. Hon. Deputy Speaker, I come from a pastoralist area and the economic activity there is keeping of cattle, camel and all those animals. Most people who make products from milk, import powder milk. This shows that they have no faith in our milk production because it gets bad very quickly. Why can we ... view
  • 2 Oct 2013 in National Assembly: Therefore, I support this Motion. We do not only urge but we want to resolve that milk prices should be increased. We do not mean that when the milk prices are increased, the consumers should be affected. We want the Government to pay more for milk but at the same time sell it at a lower price. This is only meant to encourage farmers so that they can produce milk. Many countries do that in many products. They make sure that farmers are encouraged to produce more maize and beans. view
  • 2 Oct 2013 in National Assembly: We can also import our produce to the East African and IGAD regions. The other day when we were in Djibouti we found that they get their vegetables and milk from France and yet we are a member of IGAD. This is our neighbouring country. I think there must be something wrong with our system. People are not being introduced to new markets. view
