Even as we support, we must consider the views that have been raised by Sen. Mutula Kilonzo Jnr. I want to agree with him in totality. But maybe to take him back to the Motion, if you read the Motion, I am actually agreeing with him that the basis for recognizing the family should be as contained in Article 45. It will still go through the publication scrutiny stage. It will have to go through the three stages of First Reading, Second Reading and the Committee Stage during which we can make extensive comments. • 24 Sep 2014 in Senate: We have had this Committee Report for some time and really need to dispose of it. I have looked at the recommendations contained on pages 36 and 37. In my opinion, all the seven recommendations point to the introduction of the proposed Bill and they do not affect counties. The Bill will be a matter affecting counties, but the recommendations contained here do not affect counties. Therefore, I will move to put the Question. view
