(b) My Ministry has already posted one registered clinical officer, one laboratory technologist, three nurses and arrangements are still being made to post one more nurse. Mr. Deputy Speaker, Sir, indeed, the Ministry will consider that request. But the request of whether we should upgrade a dispensary to a health centre or a health centre to a sub-district hospital normally comes from the ground. It is the people from that area who will meet and pass the minutes through the District Development Committee (DDC). The minutes then come to us and if we think it is warranted, then we do as the people have requested.

Mr. Deputy Speaker, Sir, the Ministry of Health has never shied away from saying that we do not have enough health workers. But one thing that I would like to assure hon. Members and the country about is that, all the health facilities that have been registered have now been operationalized. When I say "operationalized", we mean that we have sent adequate staff, supplies in terms of drugs and equipment. Mr. Deputy Speaker, Sir, in fact, she is confirming what I said. I said that we do not have enough health workers in our Ministry and I have never shied away from saying that. I did not say that we do not have enough trained health workers in the country. I know we have enough trained health workers in this country. I would like to ask the hon. Member to commend the Ministry because for the very first time since last year, we have started employing health workers.

Mr. Deputy Speaker, Sir, that is something that we could look into. However, at the moment, we have availed ambulances to all our provincial and district hospitals. Mr. Deputy Speaker, Sir, I know the issue of new districts has dominated this House and as a Ministry, we are also considering sending ambulances to the newly-created districts in our next phase and after that, we will come to facilities like Koiwa Health Centre.

Mr. Temporary Deputy Speaker, Sir, I would like to disagree a little with Prof. Anyang'- Nyong'o, who said that we need to get retired teachers, priests and what-not, coming to teach our pupils. I think that we have enough trained manpower who are unemployed as we speak now. So, we do not need to go out and get retired people. In any case, one of the things that we are saying and it is being said out there is that, this Government is in the habit of employing people who should be retired. On a point of order, Mr. Temporary Deputy Speaker, Sir. Is it in order for the hon. Member who is contributing to impute improper motives without giving us evidence that drugs that reach hospitals are sold? I would like to protect the Ministry's workers. Unless he has concrete evidence, I would like him to withdraw that statement.
