  • 17 Sep 2019 in Senate: Mr. Speaker, Sir, I also need a clarification. You have communicated that the Bill is going to the President for assent. When Sen. Mutula Kilonzo Jnr. took to the dispatch box, he communicated that the Bill has already been assented to. Mr. Speaker, Sir, What is the position? view
  • 17 Sep 2019 in Senate: On a point of order, Mr. Speaker, Sir. This is a House of record. I have listened to my friend and Senator for Kericho County refer to the SBC as some guys who sat somewhere. Is he in order to refer to the hon. Senators who sit in the SBC as some guys? view
  • 17 Sep 2019 in Senate: Mr. Deputy Speaker, Sir, I support the County Allocation of Revenue Bill (Senate Bills No.8 of 2019) with a heavy heart. It will be remembered that this House went to the mediation table seeking Kshs335 billion to be allocated to the counties. We came up with a formula that was scientific on the sharing of the revenue between the national Government and county Governments. The amount of Kshs316.5 billion that has been suggested for sharing among counties is not based on any formula. It is a figure that was thrown at us. We stood out ground for some time. However, ... view
  • 17 Sep 2019 in Senate: Kshs316.5 billion. They have argued that if more money is taken to counties, it is stolen and misused. Fingers have been pointed at governors for misuse of funds. Mr. Deputy Speaker, Sir, the Senate‘s core mandate is to protect the interest of counties not the interest of Governors. If money is allocated to counties, and ends up being misused, it is the responsibility of the other agencies of Government to deal with the thieves. The decision by both Houses of Parliament on how much money should be allocated to counties can never and should never be based on the face, ... view

  • 17 Sep 2019 in Senate: Mr. Deputy Speaker, Sir, the Executive must never lie to this country that they have the money to allocate the counties. The money that is allocated rightfully belongs to the counties and it should, therefore, go to them. I thank you, Mr. Deputy Speaker, Sir. view
  • 12 Sep 2019 in Senate: Thank you, Mr. Speaker, Sir. I seek your indulgence before I read the Statement in order to say a thing or two about the visit to Kitui. Mr. Speaker, Sir, I want to take this opportunity, once again, to welcome my colleagues to Kitui. As you have rightly said, I will be leaving to Kitui after this Statement in order to prepare to receive my colleagues. I want to assure them that everything has been put in place. All arrangements are ready to host Senators to be in Kitui for one week. I thank you for your indulgence. I will ... view
  • 11 Sep 2019 in Senate: Thank you, Mr. Speaker, Sir, I rise to petition the Senate on behalf of a section of leaders from Kitui County on the closure of Kyuso Sub-County Hospital. We, the undersigned citizens of the Republic of Kenya and residents of Mwingi North Constituency draw the attention of the Senate to the following: THAT, Kyuso Sub-County Hospital in Mwingi North Sub-County was closed on 3rd September 2019 citing alleged insecurity for a section of staff. THAT, security officers on the ground have dismissed reports of the alleged insecurity saying that no such reports have been made to them. THAT, the facility ... view
  • 11 Sep 2019 in Senate: THAT, expectant mothers in Kyuso and Mwingi North are at risk when delivering due to lack of health services in the area. THAT, Kyuso Sub-County Hospital being the main drug supply center to other health facilities in Mwingi North, its closure has caused shortage of drugs in these subsidiary facilities and, as such, citizens are not able to access adequate medical care. THAT, we have made the best efforts to have this matter addressed by the relevant authorities, all of which have failed to give a satisfactory response. THAT, none of these issues raised in this Petition is pending in ... view
