Mr. Deputy Speaker, Sir, this Question has been on the Order Paper for quite a while now. Parts “a” and “b” of the answer given by the Assistant Minister are contradictory because the council admits that whoever has occupied this land has occupied it illegally without the consent of the council.

They were given Kshs200,000 by my predecessor to put up the fence and a toilet only to find that a couple of people had grabbed that plot. Would he tell this House who is responsible for these open air markets because the SFT has no capability of establishing markets? The SFT only establishes public areas. Mr. Deputy Speaker, Sir, the Assistant Minister has committed himself, because there is collective responsibility, that he will go to the Ministry of Lands to get the correct information. Could I request that this Question is brought back when he has full information and disclosure, because there is nothing in the council showing who took the plot? Could this Question be brought back when he has consulted the Minister for Lands and found out the true information in order to guard the public utility plot?

He said at the very beginning that because of the increase in production of pyrethrum, he is now able to pay farmers, whom he had not paid previously. In Nyandarua County, farmers have not been paid for pyrethrum deliveries from the period between 2003 and 2008 to date. As a result of this, they are not growing pyrethrum any more. I agree with you, Mr. Temporary Deputy Speaker, Sir. I agree with what the Minister has given and I am very grateful that people with disabilities in service will continue until 65 years. However, I just want to find out something from the Minister. On 5th March, 2009, he issued a Press statement and one of the paragraphs on page 3 of his Statement says:- “Employees in service including those on extended periods will now be allowed to serve up to age 60 and persons with disability will be allowed to work up to age 65, if they so wish.”
