Is the Assistant Minister in order to mislead this House, considering the fact that my watchman was killed six months ago following which I called the Assistant Minister in his house at night, but up to today nobody has been arrested? Is he in order to mislead the House that he is going to arrest the criminals who are killing people?

We went through various sessions at the Kenya Institute of Administration (KIA) and Naivasha. Originally, there were 13 Bills that had been brought in and while we were at KIA, we requested the Deputy Prime Minister to collapse them to about four Bills. Mr. Temporary Deputy Speaker, Sir, in terms of various areas, this Parliament must find a way of also synchronizing their own collection of taxes, so that we do not have a situation where the central Government collects taxes from the citizens and at the same time, the county government collects from the same people. We will end up over- taxing the Kenyan people. That is one issue that should be looked at.

Mr. Temporary Deputy Speaker, Sir, finally, from what we have seen right from hon. Ligale’s Report to the hearings of the IEBC recently, I think the public must be taken more seriously. When they raise issues they must be listened to. This is because Part VIII deals with citizen participation and Clause 85 provides for that participation by the public. I would like to request the county governments, when they initiate any kind of legislation or issue, to also make sure that what the public says must be recorded.

Mr. Speaker, Sir, one of my concerns about these conflicts in Isiolo is that it is not only confined to the local population. There are teachers there who come from our areas. Sometimes, they have been forced to spend the night outside because of insecurity in the area. I would like the Assistant Minister to tell us, in addition to what he has told us about conflicts due to clanism, what he is doing to protect professionals who have gone to work in those areas and feel very insecure.

asked the Deputy Prime Minister and Minister for Local Government:- (a) whether he is aware that the Government had set aside a plot of land for a community market centre at Gatimu shopping centre; and, (b) whether he is also aware that, despite availability of Kshs200,000 from the CDF kitty for fencing and building of a toilet on the plot, the project has stalled due to illegal allocation of the plot.

Mr. Speaker, Sir, the Assistant Minister has discussed with me, but I would like to ask him to consult the Settlement Fund Trustee which supplied all the public plots. If he wants more consultation, hon. Musila who was actually allocating these public plots, has the knowledge of the area when these were being subdivided for distribution.
