  • 14 Dec 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I rise to second this procedural Motion that is seeking the extension of time for the Committee investigating the decline of the Kenya shilling. We have done a lot of work and we were feeling that, without anticipating debate, as the Chairman has said, we are likely to be caught up in between. Also, the staff are entitled to go on leave. We are requesting that this House allows us one month so that, beside the little that is remaining, we can also have the time to compile and then submit the report. We have ... view

  • 7 Dec 2011 in National Assembly: Mr. Speaker, Sir, when the dollar appreciates, the price of petroleum goes up very first. Since the dollar depreciated over two weeks ago, why has the price of petroleum not gone down in order to reduce the current burden on Kenyans? view
  • 30 Nov 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, before I ask the Question I would like to apologize. We overshot a bit on our prayer day but I would like to apologize so that you allow me to ask the Question. view
  • 30 Nov 2011 in National Assembly: asked the Deputy Prime Minister and Minister for Local Government:- (a) whether he is aware that the Government had set aside a plot of land for a community market center at Gatimu shopping center; and, (b) whether he is further aware that, despite availability of Kshs. 200,000 from the CDF kitty for fencing and building of a toilet on the plot, the project has stalled due to illegal allocation of the plot. view
  • 30 Nov 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, that is agreed because I have also looked at the answer. For the sake of those women who own that market, it is better that it is dealt with in more details than it has been done today. I have agreed. However, I would like to ask for your indulgence. Next week we will be working on the law on IDPs in Mombasa. Therefore, we will not be around. You are a Member of that Committee. Could this be taken up when we come back from recess? view
  • 30 Nov 2011 in National Assembly: Madam Temporary Deputy Chair, I have listened to this and with all respect to my friend, hon. Gumbo, calling another profession generic; all professions can be generic because you can re-engineer your life and everything. So, if you have a profession that is registered and has a statute, if its services are needed, it is good also to appreciate that all these are complementary services. All professions including what we have here can be called generic depending on how you look at it. Therefore, I support the amendment. view
  • 17 Nov 2011 in National Assembly: asked the Deputy Prime Minister and Minister for Local Government:- (a) whether he is aware that the Government allocated land to the community for the establishment of an educational centre at Ol Jororok but the same has been “grabbed” and the plans from the Council hidden from the Project Management Committee; (b) who the beneficiary of the irregular allocation is; and, (c) what measures he will take to ensure that the plot is reverted to community use. view
  • 17 Nov 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, if you look at the chronology of this plot, it was purported to have been given in 2007. In 2007, money from the Constituencies Development Fund (CDF) was allocated to build an educational centre. At that point, the plot was one acre. In March, 2008, I was a Member of Parliament when the purported welfare group moved to the Council to form an MoU with them. Then the second tranche of CDF money was allocated. After I asked this Question, the Council moved to the plot and removed the fence that had been erected by ... view
