  • 17 Nov 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I would like the Deputy Prime Minister and Minister for Local Government to confirm, because the people of the welfare group are not there anymore. They are non-existent, meaning that these were the proxies used in 2007 in order to enter into an MoU with the Council in 2008 and deny the youth half-an-acre. That is why it was being grabbed at night. Could he confirm to this House that this welfare group in Ol Jororok will be entitled to their original plot that was allocated to them in 2007, but which was converted into ... view
  • 16 Nov 2011 in National Assembly: asked the Deputy Prime Minister and Minister for Local Government:- (a) whether he is aware that the Government allocated land to the community for the establishment of an educational centre at Ol Jororok, but the same has been “grabbed” and the plans from the Council hidden from the Project Management Committee; (b) who the beneficiary of the irregular allocation is; and, view
  • 16 Nov 2011 in National Assembly: Mr. Deputy Speaker, Sir, I rise to support this important Motion. I believe that that this aspect of the Kenya shilling losing in the international market and at the same time interest rates--- view
  • 16 Nov 2011 in National Assembly: Mr. Deputy Speaker, Sir, the consultations are very high. view
  • 16 Nov 2011 in National Assembly: Mr. Deputy Speaker, Sir, I rise to support this Motion on one premise. What is happening in Kenya today is not a new phenomenon. It is a process that happened in this country in the 1990s whereby the Treasury bills went up to 82 per cent and the interest rates went up to 50 per cent. Those who were with me in the banking industry do appreciate that. The former Minister for Finance, Mr. Chris Okemo, understands that at one time the Kenya shilling was really hammered and the Treasury bills were very high. They went up to 82 per ... view
  • 16 Nov 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, until 2003 when the NARC Government took over, the problem was that debts were very high. Banks were requested that they had to start providing for bad and doubtful debts. That meant that the profits that the banks had made prior to that time started being eaten into. People are very much aware that after 2003, the Government started rescuing quite a number of these organizations. The Government had to write-off quite a lot of bad and doubtful debts in a number of co- operatives. At the moment, we must do some of the things ... view
  • 15 Nov 2011 in National Assembly: Mr. Speaker, Sir, whereas the Government is refunding quite a substantial amount of money, that is Kshs479 million and about Kshs2.19 billion, at the moment there are still some projects under the Economic Stimulus Programme (ESP) which are going on, like schools of excellence where more than one Ministry is colluding to take that money and after auditing they have been found that they have literally overcharged contrary to the contract sum. What will the Assistant Minister do once he discovers that? Will that be the extra money they will add to the money they are already paying to the ... view
  • 9 Nov 2011 in National Assembly: asked the Minister for Water and Irrigation:- (a) whether she is aware of the existence of Kiro Dam (Gacheru Dam) in Plot 505 in Ol Jororok Settlement Scheme (Salient); (b) whether she is aware that the plot was “grabbed” and sub- divided into two plots hence denying the community the opportunity to receive funds that had been granted by Ewaso Ng’iro Development Authority to rehabilitate the dam; and, (c) what measures she will take to recover the dam site. view
  • 9 Nov 2011 in National Assembly: Mr. Speaker, Sir, I would like to thank the Minister for that answer. However I would like her to tell this House what interim measures she is willing to undertake at the moment, considering that the people who had grabbed that land had interfered with the dam. The water that was flowing through that dam is overflowing into Gatitu Primary School such that, as we are talking now, even distributing exam papers in that area is difficult. What measures is she taking to rehabilitate the dam? view
  • 9 Nov 2011 in National Assembly: Mr. Speaker, Sir, I would like to thank the Minister and ask her on the timeframe in terms of the interim measures to be taken considering the fact that there is a primary school in that area with very many children and yet water is overflowing. I am not aware of the existence of the management committee at the moment because they are the people who have brought this complaint because their children do not reach the school. view
