Mr. Deputy Speaker, Sir, I rise here to present a petition to this august House duly approved by you with regard to the sacked employees of the Kenya Co-operative Creameries Limited. It concerns over 6,000 members who were fired countrywide. They would like to bring to the attention of this House that over 6,000 employees reported the matter to the trade union and the Minister for Labour and Manpower Development on 24th December, 1997, who later appointed an investigator. Mr. Deputy Speaker, Sir, they also took this matter to court and the ruling was awarded in their favour through Dr. ...

asked the Minister for Lands:- (a) if he is aware that public land, LR. No. Nyandarua/Ol Jororok Salient/1886, has been irregularly allocated to an individual; (b) if he is also aware that representatives of the community appeared before the local land tribunal and won the case; and (c) what measures he will take to ensure that the plot reverts to the public immediately.

Mr. Temporary Deputy Speaker, Sir, I would like to thank the Assistant Minister for his answer. However, I would like to draw his attention to the fact that the land that was given not only serves as a place where people draw water from, but it is also the source of a stream which feeds into a river that the community draws water from. How soon will we get a solution to this problem so that the owner does not get into this land and then interfere with the wetland that distributes water around that area?

Thank you very much, Mr. Temporary Deputy Speaker, Sir. Whereas I accept the point raised by the Minister that the matter is awaiting endorsement by the court, I wish to know at the moment whether the Minister can give evidence to me with regard to this caution so that I tell the community that their land is secure. Otherwise, as it is now, we are not sure whether the Registrar, who has been aware of what has been happening in Nyandarua, has really endorsed the caution from the Ministry to avoid this wetland from being destroyed.

Mr. Deputy Speaker, Sir, I stand here to contribute to this Bill. I operated in this capacity for 14 years. Mr. Deputy Speaker, Sir, although I was a Member of the Committee that investigated the slide of the Shilling, it would be very dangerous in this country if we were to remove the powers of the Governor. We may have a bad Governor today but tomorrow, we will have a Governor that will work within the elements or directives of the monetary systems of a country. I have travelled to various places and met various Governors. I was in Bolivia ...

Mr. Deputy Speaker, Sir, I am also not one of those people who have breastfed, but I have had experience, like Mr. Kimunya and that is why I want to support this Bill. As the Minister said, this Bill has not come to put the manufacturers out of their business. But I think it is one Bill that will create awareness to our daughters and children on the issue of breastfeeding. Those of us who have done human development in our careers know that the development of a child takes place between birth and three years. Within that time, the ...

Mr. Deputy Speaker, Sir, I also want to declare a bit of interest in this, as I have been the chairman of the KWS. That land has always been an issue. When the Assistant Minister will be coming back to Parliament, I would like him to give us a policy regarding the Nairobi National Park, considering that it has been completely encroached on. It is the only national park in a city in the world. He should also give us the details of what happened to the railway line which does not seem to exist. I would like the Assistant ...

Mr. Speaker, Sir, considering that we are in a competitive environment with, for instance Ethiopia, who are actually growing the same commodities and doing more or less the same business; and considering that the dollar has stabilized and the price of oil has come down, when are you going to reduce the cost of energy, so that we can make doing business in Kenya cheaper than our competitors have done?
