Mr. Deputy Speaker, Sir, could the Assistant Minister inform the House whether the Ministry has the capacity to know whether the lightning arrestors were installed correctly or not? She could supply 380,000 arrestors, but the installation is not done correctly. So, the students would still be in danger of being struck by lightning.

asked the Minister for Health:- (a) whether she was aware that a project for the construction of both male and female wards that started on 14th April, 2005, at Ahero Sub-district Hospital has stalled due to lack of funds; (b) when more funds will be provided to complete the project; and, (c) whether she could further consider supplying the facility with dental equipment. Mr. Deputy Speaker, Sir, I have not received any written reply.

I beg to move the following Motion:- THAT, this House adopts the Report for the Constituencies Development Fund Committee on the appointment of members of the National Management Committee of the Constituencies Development Fund pursuant to Section 27(4)(b) of the Constituencies Development Fund Act (2003), laid on the Table of the House on Thursday, 17th May, 2007.

Mr. Deputy Speaker, Sir, this is a very important Motion. In accordance with the Act, the Minister for Finance has submitted names of the new membership of the National Management Committee. We, as Members of the Constituencies Development Fund (CDF) Committee, are happy with the Minister's presentation that there is continuity. This is because out of the seven members who were there, five have been named again to do the work of the National Management Committee. There are only three new members. Therefore, we are in concurrence. Mr. Deputy Speaker, Sir, with those few remarks, I beg to move.

Mr. Deputy Speaker, Sir, one of the reasons why some airlines do not apply to cover some of the regional cities is because of the size of the runways. When will the Assistant Minister expand the length of the runway in Kisumu so that major airlines can also go there?

asked the Minister for Water and Irrigation:- (a) how much money the Ministry has allocated in the Budget per year from the Financial Year 2003/2004 to 2006/2007 for construction of dykes along River Nyando for purposes of controlling floods; (b) whether he is aware that many families were displaced by the floods in February, 2007, as a result of non-completion of the dykes project; and, (c) when the project will be completed.

Mr. Deputy Speaker, Sir, the Assistant Minister is aware that dykes are a temporary solution. In fact, what happened in Budalang'i in the last two years is that personnel from the Kenya Army and the National Youth Service (NYS) went there with the most modern equipment and constructed dykes. However, this year, we still had floods which affected so many people in Budalang'i. That means that dykes are not a permanent solution at all. Mr. Deputy Speaker, Sir, I would like to thank the Assistant Minister for a satisfactory answer. However, this Question was initially intended for the Minister for Local Government. My fear is that as the Assistant Minister has said, Kadibo Division is politically in Nyando District but administratively in Kisumu District. That, in itself, is very unconvincing. However, I fear a situation where, politically, the same Kadibo Division will be transferred to Kisumu East District so that it will be politically and administratively in Kisumu East District while Nyando Division will be in Nyando District.
