In fact, it has also been proved that raw sewage and industrial waste, which get discharged into Lake Victoria, also serve as fertilizer for the weed. The weed actually feeds on them, causing it to increase. So, could the Assistant Minister also consider making sure that discharge of industrial waste into the lake is also controlled? view

This is a good idea because since we implemented the programme of districts as units for rural development, districts became very important units. Actually, they bring services closer to the people. In fact, with the advent of devolved funds through the Local Authority Transfer Fund (LATF) and the CDF, districts are very important units. • 7 Dec 2006 in National Assembly: asked the Minister of State for Administration and National Security:- (a) whether he is aware that Kadibo Division, which is part of Nyando Constituency in Nyando District is administered under Kisumu District with the District Officer and chiefs reporting to the Kisumu District Commissioner while the councillors report to Nyando County Council; (b) what the rationale for this arrangement is; and, (c) what steps will be taken to correct the anomaly. view
