14 Jun 2006 in National Assembly:
asked the Minister for Water and Irrigation:- (a) how many engineering studies have been undertaken on River Nyando since 1963 for the purpose of floods control and irrigation; (b) whether he could name the companies that carried out the studies and table their reports; (c) when he will implement the damming project, given that the permanent solution to the perennial floods in the Nyando River lies in the construction of dams; and, (d) whether he could consider the use of the proposed water reservoirs for irrigation in the basin.

14 Jun 2006 in National Assembly:
Mr. Deputy Speaker, Sir, the Assistant Minister has deliberately left out two very important studies that were done in the 1970s by very reputable international consultants. However, with 11 studies having been done - the Assistant Minister will remember that even as late as this year, we went to sign some agreement and saw the people of Nyando Basin displaced - when will the project be implement? Eleven studies are enough.

14 Jun 2006 in National Assembly:
Mr. Deputy Speaker, Sir, the answer given by the Assistant Minister is very disappointing. As you can see, 11 studies have been carried out and there is nothing to show for it on the ground. Could the Assistant Minister inform the House how much money has been spent on all the 11 studies?

Mr. Speaker, Sir, I think the Assistant Minister is avoiding the Question. The Question is very specific. These employees have been working for the last five months. Have they received their five months salary or not?

13 Jun 2006 in National Assembly:
Thank you, Mr. Speaker, Sir. I would just like to inform the Assistant Minister that all professionals, including engineers, go through a period of internship before they can register. So, doctors should not be treated differently. You realize that these employees are working very hard, including working on shifts, but they have not been paid for five months. He has said that they have paid the 231 interns for one month, but they have been suffering without pay for four months. Is that fair?
