  • 21 Nov 2006 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir for giving me an opportunity to contribute to this very important Bill. I would like to take this opportunity to thank the Minister for bringing this Bill that is supposed to give a legal framework for sound development and growth in the energy sector. Our country is growing industrially and we have a target of being a medium industrialised country by the year 2010. That, we cannot achieve if our energy sector is not sound and strong enough to support the industrial growth. On that note, I would like to talk about our ... view
  • 8 Nov 2006 in National Assembly: asked the Minister for Education:- (a) whether he could give a breakdown of primary and secondary schools in each of the divisions in Nyando District. (b) whether he could also give a breakdown of primary and secondary school teachers in each division in the district, indicating their gross salary; and, (c) which divisions are entitled to hardship allowance and what is the amount. view
  • 8 Nov 2006 in National Assembly: Thank you, Mr. Deputy Speaker, Sir. We have about six divisions, as indicated by the Assistant Minister's reply. Out of those six divisions, only the teachers working in Nyando Division do not get hardship allowance, when it is common knowledge that Nyando Division suffers from flooding every year. Actually, if that is anything to go by, it should be the first one to have qualified for hardship allowance. Could the Assistant Minister tell us the criteria that was used to exclude teachers from Nyando Division from getting hardship allowance while the other teachers get it? view
  • 8 Nov 2006 in National Assembly: While I thank the Assistant Minister again for a very comprehensive answer, is he aware that every year, Nyando Division has been last in terms of performance because teachers are excluded from hardship allowance and the teachers do not want to teach? view
  • 8 Nov 2006 in National Assembly: Could the Assistant Minister give an indication as to when this anomaly will be sorted out so that Nyando Division performs like other divisions in the district? view
  • 8 Nov 2006 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity to contribute to this important Motion. First of all, I would like to join my colleagues in congratulating Dr. Ojiambo for being mindful of the less fortunate members of our society by introducing this Motion. The Motion is asking the House to grant leave to introduce a Community Social Enterprise Bill in order to provide entrepreneurial skills and financial support for these socially excluded groups. We are talking about a group which constitutes a very big percentage of the Kenyan population. This group has numerical strength and they ... view
  • 1 Nov 2006 in National Assembly: Mr. Deputy Speaker, Sir, while I join my colleague in thanking the Assistant Minister for a very satisfactory answer, he will also remember, himself that when he visited Nyando, he promised us a borehole. Can he say whether that has been included in the Budget or not? view
  • 12 Jul 2006 in National Assembly: asked the Minister for Roads and Public Works:- (a) whether he is aware that the construction project for Roads E-220 and E- 1121 which started in the year 2002 has stalled; (b) since the project stalled leaving Road E-1121 unmotorable, when the project will be completed; (c) what the total contract value of the project was and how much money has been paid to the contractor to date; and, (d) whether he has any plans to upgrade Road E-220 to bitumen standard. view
  • 12 Jul 2006 in National Assembly: Mr. Deputy Speaker, Sir, while I thank the Minister for giving me a very comprehensive answer, he will agree with me that the project was supposed to take 19 months but now, we have only one month to go. This means that 95 per cent of the time has been consumed while less than 25 per cent of the project has been done. At the same time, the Ministry has given the contractor an open-ended notice to give a work programme. The contractor can give a work programme to the effect that he will complete the road in the next ... view
  • 12 Jul 2006 in National Assembly: Mr. Deputy Speaker, Sir, that is a very important road that links the Nyando District to the original South Nyanza District. Could the Minister consider upgrading that road to bitumen standards so that it can serve as a shortcut between Katito and Eldoret? view
