The final one, which I find a little bit disturbing is Clause 40(6), which provides that where the authority makes a decision that a licensee is competing unfairly, the authority shall take specific actions. The Bill says all the things that it will do. If I am a broadcaster, am I not in business? Business is about competition. If I am in business, it is about competition. Hon. Deputy Speaker, I wish to seek a Statement from the Chairperson, Departmental Committee on Health. The Fourth Schedule of the Constitution stipulates that national referral hospitals are the mandate of the national Government and yet Governors are managing these hospitals.

Could the Chairperson tell us the number of hospitals that have been classified as referral hospitals and what criteria were used to classify them? Nyeri General Hospital has not been classified as a referral hospital and yet patients are being charged rates that are applicable to referral hospitals. Could this be reversed until such time it is classified as a referral hospital?

I wish to support these amendments and also taking into view that if anyone of us remembers the late 1990s, a lot of banks went under with a lot of deposits and what these people were paid was just a meagre Kshs100,000 regardless of how much money the banks had with them and up to date these people have not yet been repaid whatever was with the banks. Hon. Speaker, some of the banks that went under actually forced people who had deposited money in their banks to buy shares and those shares have not even appreciated in value. If you were forced to buy shares worth a million shillings, it is still worth Kshs1 million ten to 20 years down the line. So, I believe this is something that is going to give encouragement to Kenyans and especially as we are encouraging the youth and women to become entrepreneurs. In supporting it I want to assure the governors and the Senators that we, as Members of Parliament, are actually the beneficiaries of devolution.
