This Bill is long overdue. It will help us to take care of our children, especially the young girls and also Kenyan women. Currently, Kenya has no comprehensive law or policy addressing the issues of human trafficking. So, this Bill is long overdue. Thank you, Mr. Temporary Deputy Speaker, Sir. I think this Bill is long overdue and especially for people coming from Mt. Kenya because men in this region are an endangered species just because of alcohol. Every type of alcohol that is brewed in this Republic is brought to Central Kenya. We, 25 Wednesday, 7th April, 2010(A) the politicians, are actually the ones who run the bars there. Mr. Speaker, Sir, it is very unfortunate, because this constitution was, for the first time in Kenya, going to articulate issues that affect women. That is why we felt that the Gender Commission had to be separated from the Human Rights Commission. However, since this House has shown that it has no faith in what we are doing, I wish to withdraw my proposal of insertion of a New Part. God forgive us all!

Mr. Deputy Speaker, Sir, I beg to move:- THAT, pursuant to the provisions of section 33(4) of the Constitution of Kenya Review Act, 2008, this House approves the Draft Constitution submitted by the Committee of Experts and laid on the table of the House on Tuesday, 2nd March, 2010, subject to the amendment of Article 26 by deleting articles (2), (3) and (4).

Mr. Deputy Speaker, Sir, I wish to appeal to Members of Parliament and Kenyans at large, especially the clergy, that deleting articles 2, 3 and 4 is a must. Clause 1 of Article 26 clearly addresses the right to life of every person in Kenya. It reads: âEvery person has the right to life.â That sums it all and all other issues should be addressed through Acts of Parliament for the following reasons.
