Thank you, Deputy Speaker. I also want to support this Motion; I want to say that time is of essence. I think we should stop telling people that we do not have funding. The sooner we pass this Appropriation Bill the better for us, so that we can now get down to work. When we go on recess in the next month we hope we will have some funds to do our projects in the constituencies.

Speaker, pursuant to Standing Order No.44(2)(c), I wish to request for a Statement from the Chairperson of the Departmental Committee on Health regarding transfer of an X-Ray machine from Nyeri General Hospital to Mathari Mission Hospital. Hon. Speaker, public health facilities are meant to serve members of the public. However, patients who visit Nyeri General Hospital are not accessing sufficient X-Ray services following the transfer of the said machine to Mathari Mission Hospital, which is a private facility. Hon. Speaker, I had requested for this Statement on 6th November, 2013 and the Committee indicated that it will give the Statement in two days then. So, they should do better than two weeks. One week should be adequate, if not two days.

Hon. Deputy Speaker, I really want to commend the Leader of the Majority Party because. When I was in the former Ministry in charge of gender I was with my able PS, Hon. (Prof.) Nyikal, and this was our agenda. One of the issues that we found out, and which needs to be looked at very carefully was that we would collect girls and take them away in December when this heinous act was being undertaken; unfortunately in January the girls had to go home for school fees and the parents would be waiting for them. Hon. Temporary Deputy Speaker, I want to first of all, thank hon. Ng’ongo for bringing this amendment to the House. I want to agree with him that when the VAT Bill was being done, it was supposed to manage the VAT. It was actually not supposed to tax items which had been zero-rated. As we speak and keep on saying, we want to advocate for women and the youth to be entrepreneurs, yet whatever was done in the VAT Bill was self defeating. Hon. Temporary Deputy Speaker, I believe I read the VAT Bill - and I think you need to re-check - and sanitary pads are actually taxed. So, you need to remove VAT on them. What we asked the Treasury then is to give us a formula on how we should not do what nature expects us to do, so that we are not taxed. It is actually very punitive
