One asked for the definition of a âgentlemanâ and one said that âa gentlemanâ is he who says what he means and means what he says. Indeed, it would be the work of this Committee to follow up and know how many gentlemen we have in this Cabinet by following up every word that is said on this Floor to know whether they actually mean it or they actually mean what they say and they say what they mean.

Mr. Deputy Speaker, Sir, piracy is an international crime that is committed in international waters, and not within Kenyaâs territory. Why has Kenya shouldered a burden that rightly belongs to the United Nations (UN) and the international community, in the process exposing this country to security risks, especially at the coastal towns? These are dangerous people whom I do not think we even have the capacity to handle.

Mr. Deputy Speaker, Sir, the problem of squatters in Trans Nzoia has been a serious issue. Yesterday, we adopted the Report on the Mau Forest Complex. There have been squatters who were removed from Kiboroa Forest in 1987. There are others who were removed from Chyulu Hills and other parts. What is the Assistant Minister doing to ensure that not only squatters in Mau Forest are compensated but also those from Kiboroa, Chyulu Hills and other parts of the country?

Mr. Speaker, Sir, is the Minister aware that these illegal occupants of Mount Elgon Hospital are in the process of disposing of assets belonging to the hospital, including cutting down over 20-year old trees â over 20 of them have been cut down and sold â including selling of staff quarters and other assets on this property? If so, what remedial measures is the Government putting in place to ensure that the public interest in this property is protected?

Mr. Deputy Speaker, Sir, before I move that The Chiefs (Amendment) Bill be read a Second Time, I have consulted with the Assistant Minister, Ministry of State for Provincial Administration and Internal Security and he has shown me a draft that the Government had worked on which is quite similar to the Bill that is before the House. In my considered opinion after consulting with the Assistant Minister, I have found that the matter needs further consultations so that we see the possibility of marrying the two draft Bills. On a point of order, Mr. Speaker, Sir. I had sought two Ministerial Statements from the Minister for Lands; one on the settlement of squatters in Solio Ranch, which was issued last week and the second one on the fate of Mt. Elgon Hospital in Kitale, which has not been issued for over three weeks.
