  • 25 Nov 2009 in National Assembly: Mr. Temporary Deputy Speaker, Sir, every time we touch on the issue of access of benefits, the Government is very jittery, I do not understand why. Recently, when we brought a Motion here to amend the Retirement Benefits Act, (No.3 of 1997), we had the same resistance from the Government. As I rise to second this Bill, I want the Government to be more sensitive to Kenyans. They should listen to Kenyans who are suffering out there. There are many Kenyans who have left employment before the retirement age. There are Kenyans who have been retrenched and they are suffering ... view
  • 24 Nov 2009 in National Assembly: Mr. Deputy Speaker, Sir, I beg to ask the Minister of State for Planning, National Development and Vision 2030 the following Question by Private Notice. (a) Is the Minister aware that in spite of his assurance to the public that all the persons who were involved in conducting the recently concluded census exercise would be paid, village elders and police officers are yet to receive their dues? (b) How much were the elders and police officers supposed to be paid per day respectively, for the exercise? (c) Can the Minister provide the list of village elders and police officers involved ... view
  • 24 Nov 2009 in National Assembly: Mr. Deputy Speaker, Sir, there have been demonstrations all over the country. I saw village elders demonstrating in Kisauni, Kiambu, Kitale and Trans Nzoia. I would like to know from the Minister whether the amount of Kshs400 had been communicated to the village elders before their services were engaged. Why is there a discrepancy between the village elders and other people who were involved in the exercise? This is because the village elders were only paid Kshs400 per day and yet the other officers were being paid Kshs1,800 per day. Why were village elders paid only Kshs400? Is that fair? view
  • 24 Nov 2009 in National Assembly: Mr. Deputy Speaker, Sir, this Government has been very unfair to these village elders they have actually not been paid for 46 years for their services. Even the services they rendered recently in August, up to now, they have not been paid. When is the Minister intending to pay the village elders and officers in the remaining 80 districts? He says he has not received a list from the Office of the President. How long will it take him to receive names from officers who are known from Harambee House? The census exercise was carried out in August. Surely, could ... view

  • 18 Nov 2009 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. Would I be in order to request that this Question be deferred, so that the Assistant Minister can avail the information since it is very important? Youths, including those in my constituency, in Machewa, who have been engaged in the Kazi Kwa Vijana Programme have not been paid to date. It is very important that the Assistant Minister supplies these particulars. view
  • 18 Nov 2009 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I wish to congratulate hon. Jamleck Kamau, the Chairman of this very important Committee of this House and the entire Membership for marking a new beginning in this House. It is indeed historical that for the first time in the history of this country, we now do have a committee in place that will ensure that all statements, undertakings and promises made by the Government are actually implemented. Anyone who says anything on the Floor of this House on behalf of the Government must know that they will be committing the Government and indeed, there ... view
