  • 20 Sep 2018 in Senate: I also want to talk about taxation of basic commodities. One of the impacts of taxation on basic commodities is that it touches on the lives of common mwananchi ; meaning the poor people of this country who are already languishing in poverty. Sometimes some taxation might not have the desired impact. An example is if we add tax on fuel. If I am then using industry to produce certain commodities, the ability for that company to pass over that taxation to the consumer will depend on two things: One, if there is no competition against that industry, then the ... view
  • 13 Sep 2018 in Senate: Thank you, Madam Temporary Speaker. I wish to thank Sen. (Rev.) Waqo for bringing the plight of Ms. Sharon to the Floor of this House. There are a lot of killings that are associated with gender. Last week in Wajir, a small boy was slaughtered for defending his sister. A man wanted to rape the sister and when he defended her, he was killed. It is a good that the perpetrator in that case was found. Although that is not good enough for the family, but at least there is some restitution that is going on. I hope he gets--- view
  • 12 Sep 2018 in Senate: Thank you, Madam Temporary Speaker for giving me this opportunity. This is about gender parity. It is not about women. Right now, women are the ones who are disadvantaged. However, in the future, men could also be on the other side. Our Constitution demands two-thirds gender rule be observed. So, it is a constitutional right. We would have liked to have 50 per cent, but now we are beginning with a third. None of our institutions has met such requirements, The electronic version of the Senate Hansard Report is for information purposes only. A certified version of this Report can ... view
  • 12 Sep 2018 in Senate: Madam Temporary Speaker, I apologise for discriminating. I also know that this is a responsible House and it will do the right thing in terms of passing the legislation. However, I wanted to make a clarification. We are not yet 33 per cent; we are 31 per cent even in this House. Thank you. • 11 Sep 2018 in Senate: Thank you, Mr. Temporary Speaker, Sir. I support the Report. Discussion around the economy is one of the issues that are supposed to be tackled by these parliamentarians. They need to discuss the issue of debt from China. There has been debate in the social media and mainstream media about countries that succumb to debt or those that are going through economic crisis. For example, we are told that Sri Lanka lost its port to China because it was collateral for a loan that they had borrowed. In one of the newspapers, I also read that Zambia is about to ... view
  • 11 Sep 2018 in Senate: that rape is an issue that is brought about by an expensive wedding. Somebody was trying to justify rape using that. I asked myself why somebody should justify a crime. When will Africa use its resources properly? We are told that one million youths will be getting into the job market every other year. When will we create jobs for these youths? When will we ever take responsibility, as governments, by discussing such issues in such forums? I am not saying that what was discussed was bad - there has to be a beginning - but when will we reach ... view
  • 7 Aug 2018 in Senate: Thank you, Mr. Speaker, Sir. I join my colleagues in condoling with the families, especially the mothers of those children. Only a mother knows the pain another mother will go through. I can tell you that it is very painful to lose a child. Mr. Speaker, Sir, we were told that there was one matron, three teachers and a driver. There was a chain of police officers who were along the way on road blocks or on the side of the road. Each and every person had a responsibility to ensure the safety of those children because 11.00p.m. is not ... view
  • 31 Jul 2018 in Senate: Thank you, Mr. Deputy Speaker, Sir. I beg to lay the following Paper on the Table of the Senate today, Tuesday, 31st July, 2018. The Traffic (Driving Schools, Driving Instructors and Driving Licenses) Rules, 2018. view
  • 17 Jul 2018 in Senate: Thank you, Mr. Speaker, Sir for allowing me to contribute to this Bill. I support it because it is not easy for someone to be a head of an institution, for example, like you, the President or the deputy President. People in these positions need a decent retirement package. It is because of this that I support this Bill. However, I have a small amendment to it because we have a youthful population in Kenya. I would like to use you as an example because I would not like to discuss people who are not here. If a 25 year ... view
  • 17 Jul 2018 in Senate: Thank you, Mr. Speaker, Sir. I beg to move that the County Statistics Bill (Senate Bills No. 9 of 2018) be now read a Second Time. Mr. Speaker, Sir, this Bill seeks to establish a statistical system that will assist county governments in planning for the development of counties and to measure the gains made by the county governments in improving the lives of their counties. Currently, matters relating to statistics are governed by the Statistics Act (Cap.112), which was enacted prior to the establishment of county governments. Therefore, the Act does not recognize the role of county governments in ... view
