On a point of order, Mr. Deputy Speaker, Sir. I have told you specifically that I worked there and I know that the work of the KRA is not trial and error. It is properly specified. In Caps.470, 476 and 472, it is properly defined that the Commissioner of Customs and Excise Duty is supposed to perform his duties as per the Act. The Commissioner of Legal Affairs work is to follow the defaulters. Then after succeeding, he files a report to the Commissioner in charge to levy that tax.

Mr. Deputy Speaker, Sir, when we were passing the motion of the nomination of the Controller of Budget, the No.1 candidate was Mr. Njiraini. However, since some of these hon. Members in this House are allergic to taxmen, they rejected him and we picked No.4. We went to No.4., the lady who was chosen was No.4 while we know very well that No.1 was Mr. Njiraini. Therefore, this case is not unique for Mr. Mumo to have been No.2.

Mr. Speaker, Sir, with all due respect, I have a map here, which represents the ground where settlements were demolished. The whole map was verified by the KAA in front of the Joint Committee as we went round. Only 10 per cent of the demolitions were carried out on the flight path. The remaining 90 per cent of the demolitions were carried out outside the flight path, and they were done selectively. Mr. Speaker, Sir, I might have used the wrong word but the information I wanted to give to my colleague is that there were houses that were outside the flight path, which were demolished. We were surprised that those houses were demolished since they were not on the flight path. So, we generally concluded that there was some influence. The Minister has actually concurred with me that there are “very big names” of people who have plots there.

Madam Temporary Deputy Speaker, I stand to support this Motion. I will start by congratulating the Committee that undertook this work led by hon. Musyimi. All the resettlements that were done in Nairobi, starting with Kyangombe, KPA, Maasai Village, Mitumba, Kitui Village and Biafra were through the Provincial Administration. The PCs, DCs, DOs and the chiefs were involved in the resettlement. There is no settlement in this Nairobi that I know that was done without the participation of the Provincial Administration.
