Hon. Temporary Deputy Speaker, I just want to correct the impression created by the Leader of the Majority by mentioning the Commission. We know that in November, the term of the current Commission will have ended. Because they know that they are leaving, they are supposed to have prepared other commissioners. In any case, there is technical staff at IEBC to carry out the elections. That should not affect our date.

Hon. Temporary Deputy Speaker, I stand to support the amendment for very many reasons. First, we want a representative election. Having elections in August, as has been said by many Members, interferes with the mobility of the people. People do not stay where they vote. It may be good for Nairobi, Mombasa and other urban areas. However, we have people who work in Mombasa or Kisumu going to North Eastern, for instance. How do you expect those people to move in the middle of the year? That is something that shows August is not a very good time for elections. ...

The other thing is that this country has a very bad reputation during elections. Wildebeest migration, as someone said, is from the month of August. Tourists will not come and yet, tourism is very important to our economy. The election activities will affect tourism and deny us foreign exchange. Last but not least, there is the question of IEBC Commissioners. As the Opposition, we are saying that we are going to change the commissioners. Those who are going to be interviewed, vetted and appointed will do the work. The IEBC technical staff members are there to work on the programmes. ...

Hon. Temporary Deputy Speaker, I would have been disappointed if the honourable Member replied before I give my contribution. I take this opportunity to say that this is one of the best things I have ever heard from the current Jubilee Government. This is actually reorganising our economy. When I look at it, it is just a reorganisation of the economy and the activities to move faster and promote industrial development of this country. I will be very specific because the aim of this Bill is actually to establish economic zones, promote and facilitate them. One, we have areas we ...

Hon. Deputy Speaker, this is a case of brain drain, where the Government invests so much in these officers, in terms of training them, only for the Government to lose them to other agencies. This is because even after undergoing training, the officers realize that their welfare, remuneration and accommodation are not taken care of. If you have ever visited the areas where police officers live within police stations and police lines, you must have realized that the houses are pathetic. Most of the officers live with their families in what I call shanties because dwellings for individual families within ...

they will definitely migrate to some other places where they will get better pay because their welfare is paramount. As we debate this Motion, we should go further and look into issues affecting other public servants. This is because the Government trains many public servants, only for us to lose them. For example, we have so many Kenyans working in other African countries because we spent taxpayers’ money and ended up not offering them employment. We must, therefore, look into the issues affecting such officers and ensure that before we bond them to ensure that they remain in the service, ...
