  • 1 Jul 2015 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for giving me this opportunity. At the outset, I want to say that I am one of the victims of the bigger parties. Funding is very important. The amendment is just saying that the threshold is high. We are talking about reducing the threshold to 2 per cent. We are not saying that there will be formation of other small parties. We are saying that the threshold of 5 per cent is very high. For example, I The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this ... view
  • 1 Jul 2015 in National Assembly: belong to one of the second oldest party in this country; namely, FORD (K). The party was funded. However, as somebody mentioned, those who have money influence and dictate who goes through during nominations. If the funding is done by the Central Government, we will not even know who owns what. That is State funding. The parties will be audited by the Auditor-General because it is State funding. It is not just money being given out and there is no follow-up. This will help people to avoid getting back at the beneficiary of the party. For example, in my own ... view
  • 24 Jun 2015 in National Assembly: Hon. Deputy Speaker, I thank you for giving me this opportunity. I also thank the Budget and Appropriations Committee. Since this programme is sectorial, I hope we will not have supplementary budgets. We recently had Supplementary Budgets II and III come almost at the time of Budget reading. I hope that the various sectors will live up to the programmes and do their work properly so that we can see the fruits of our sweat. Secondly, auditing is done in parastatals where the Government has more than 50 per cent shares. We have given out the money now. We need ... view
  • 24 Jun 2015 in National Assembly: At the moment, those who are hired are graduates who left university in 2007, 2008 and 2009. This means that students who graduated in 2010 are not anywhere near being employed. The Committee should allow the Ministry to bring a supplementary budget to hire more teachers. This is because 5,000 teachers is a drop in the ocean. The other issue I want to raise concerns payment of teachers. We recently passed a Motion in this House and I hope this will be captured here. If it is not, I again ask that we allocate more money to the officials of ... view
  • 24 Jun 2015 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for this opportunity. I also want to add my voice to what has been said. I thank the Member for coming up with this noble idea. As somebody said, a healthy nation is a working nation. I also want to declare to this House that I am fool because every year I donate blood except for the last three years because I have been very busy. I have been donating blood to this nation. When I was in primary school, on International Labour Day, which is celebrated on 1st of May, there used to ... view
  • 24 Jun 2015 in National Assembly: Thirdly, I am also alive to the fact that we have enough personnel, but because of the low salaries and poor benefits to the health workers, most of the trained personnel find work elsewhere. Some of them find work in southern part Africa. About five well trained medical personnel from my constituency have found their way to Namibia. This is because of better pay. I also want to suggest that much as we are crying about the health facilities, we should also pay our medical personnel well so that we can retain them. view
  • 24 Jun 2015 in National Assembly: That is not the Member’s problem. Hon. Temporary Deputy Speaker, protect me from the Member sitting in front of me. I have been given the chance. Our personnel should be trained and paid properly, so that we can retain them in our country. Lastly, but not least, I want to agree with Hon. Kibunguchy and another Member, who have said that we made a mistake in devolving the health sector. The county governments were ill prepared to have this function devolved to them. This function needs to be reverted to the national Government. The health sector is very important and ... view
