Hon. Temporary Deputy Speaker, I want to agree with Hon. Ng’eno although he is a Member of the Committee while I am not. The Chairman is doing very well in terms of moving the Report. However, not everybody will have access to the Report. Members of the public are listening to the debate and it is only in order that we hear those names. It is important for us to know the names other than cover them up. I want those names to be mentioned.

Therefore, it is important that the procedure and the cost of having a family are reduced. I also want to say that it is good to have this decentralized to the sub-county level since it will be cheaper. The drafters of the negotiations made sure that it was a 50/50 arrangement so as to avoid the Auditor-General (AG). True. Who did it?
