  • 19 Feb 2014 in National Assembly: Hon. Temporary Deputy Speaker, let me complete by saying that we should have a mechanism or some regulations whereby we can check with the county governments and the central Government that the 30 per cent opportunities are given to the youth. If we do not do that, we will find that with regular checking, maybe, once or twice per year, this will be done. view
  • 19 Feb 2014 in National Assembly: The youth and women particularly, will have employment opportunities. This is a very good opportunity for us. In fact, out there, the youths have been having problems. You go out there and they are so idle. But this is an opportunity for them to have employment. view

  • 18 Feb 2014 in National Assembly: Thank you, hon. Temporary Deputy Chairman. I rise to support this amendment to the Title of the Regulations. Having just come from the constituency, I found the mood there very expectant. We should not delay any more. I am just hoping that after this amendment, in the next few days, we will see the Uwezo Fund through to the beneficiaries. Capacity building, which is an issue, will be done very soon. This is a very important piece of legislation which has been created by collapsing several legislations into one; recognizing marriages, including customary marriage under this Bill. Hon. Temporary Deputy Speaker, there are several sections in this Bill that must be re-looked at a fresh. For example, what the Chairman pointed out in Section 44(3)(d); where second or subsequent marriages will need consent of the other spouse. I do not think this is practical because many a times the modern woman will not consent to this and that is why you will find that in ... view
  • 18 Feb 2014 in National Assembly: reasons and maybe other times he has no facts. Therefore, we should look into that and reduce that penalty into something less, like six months, but not five years. Hon. Temporary Deputy Speaker, I feel that this Marriage Bill - I am sure the Deputy Leader of Majority Party has talked about come-we-stay - should help us protect the institution of marriage at all costs. If we start creating side shows, we will be diluting the institution of marriage which must be protected at all costs. Hon. Deputy Speaker, something that has not been properly defined is the “register”. Which ... view
  • 12 Feb 2014 in National Assembly: Thank you, hon. Temporary Deputy Speaker. May I take this opportunity also, like the rest of my colleagues, to wish the House, Speaker and Chair a happy new year full of fruitful engagements. view
  • 12 Feb 2014 in National Assembly: I just wanted this opportunity, as a good Kenyan, to also oppose this amendment. I quite agree that there are some areas which are good and others that are very offensive as far as I am concerned. One of the amendments which I quite agree with hon. Muchai is about the Police Force joining a trade union. I oppose it and agree they should amend it. Two, is the fact that, at the moment--- In fact, I just came from home today. I did not attend yesterday’s Session because of very good reasons - insecurity in Kwanza. I can tell ... view
