  • 12 Feb 2014 in National Assembly: enough vehicles. I am happy to say that in Trans Nzoia, we have had about three vehicles. This is the way to go to give morale to our boys in blue out there. However, to go a step further and take the power from an individual to an office, we are just inviting an elephant in the house. I believe that the best way is to look at the boys in blue and see how fast we can help them. For example, housing in the Police Force is an issue. The firearms they are using is still an issue. Let ... view
  • 4 Dec 2013 in National Assembly: On a point of order, hon. Temporary Deputy Speaker. Is the speaker on the Floor in order to say that calling a Press conference is hypocrisy? I think there must be a purpose for calling a Press conference. You cannot call a Press conference for the sake of it. Could he withdraw? view
  • 3 Dec 2013 in National Assembly: Hon. Temporary Deputy Chairman, Sir, I do not know the import of this. However, my understanding is that if you are licensed, then you can walk The electronic version of the Official Hansard Report is for information purposesonly. • 3 Dec 2013 in National Assembly: into the park and hunt. If I am licensed, I can go to the park. This is not the import of the original amendment. I think hon. Musimba is wrong. Let us just remove the word “unlicensed” and the statement stays as it was. This makes sense. The moment you put the word “unlicensed”, it means that if I am licensed then I can do anything. That is what it means. view
  • 3 Dec 2013 in National Assembly: Hon. Temporary Deputy Chairman, I think unless it was an oversight on the part of the Committee, surely, an officer of the Service who commits The electronic version of the Official Hansard Report is for information purposesonly. • 3 Dec 2013 in National Assembly: an offence of any magnitude; for example, killing the endangered species or aiding poachers should be punished severely. I think the Committee maybe, made some omission. This is because we have seen this happening. A poacher comes all the way from South Asia into this country. He must be aided. I think the best you can do is to be more punitive to an officer than even an ordinary man. view
  • 3 Dec 2013 in National Assembly: Hon. Temporary Deputy Speaker, I want to take this opportunity to thank the Committee for having at least come up with a Wildlife college. Two, the punitive measures that they have come up with particularly on those who are out to destroy our wildlife is wonderful. So, I also want to congratulate the Committee for the good work they have done. Thank you. view
  • 28 Nov 2013 in National Assembly: Thank you, hon. Temporary Deputy Speaker. I have come in late but I wanted to come much earlier so that I can contribute as time is not on my side. I come from Trans Nzoia and as hon. Moroto has said, that is where injustice actually is still begging for solutions to the problems. There are people who were displaced during the clashes of 1991 to 1992 and they are still landless. I know of a case where 54 families were displaced and a Good Samaritan bought five acres for them, but these poor Kenyans have now multiplied; 1,000 families ... view
  • 27 Nov 2013 in National Assembly: On a point of order, hon. Temporary Deputy Speaker, Sir. First of all, I am a new Member. I am trying as much as possible to learn about this Bill. My worry is: Why can the Mover not come with an individual amendment to the Act rather than put all of them together? I have a fear that these things could just be passed without due consideration being given to them. I do not understand why we should have all the amendments put together as miscellaneous. Indeed, some of the amendments are major. Why can we not take each amendment ... view
  • 27 Nov 2013 in National Assembly: No, you wait! Why are we in a hurry to have all these things lumped together? Why can we not have one Act after the other? view
