Hon. Temporary Deputy Speaker, I know this Report is the property of this House. It was on a light touch. I was just trying to tickle our good female Members of Parliament to do better. If that is offensive, I am sorry about it but I am saying the reality because I have my own daughters who I want to benefit from this Report. Therefore, I have no regret. With those few remarks, I support the Report.

Yes, Hon. Deputy Speaker. I thank the Committee for recommending the annulment of these regulations, which I understand were to take effect from August this year. They would have caught people off-guard. I have a house in Kwanza, where I use more than 100 litres of water per day because of the many dependants I stay with. I had not known anything about these regulations. It appears that the Committee proposes the annulment of these regulations largely because there was no public participation. I want to thank them for that because most people, including me, would have been caught unawares. ...

Secondly, I have two houses, on which no solar energy heating systems have been installed because I bought them sometime back. I did not think about it. You can now imagine how many Kenyans would have paid that fine. We want to have green energy production as opposed to the conventional way of doing it. That is because we have a problem with rainfall. The rain pattern in this country is changing. Doing the usual hydro power production is becoming a problem.
