We have come to this House to play the three roles that have been bestowed upon us by the people of Kenya. One of the components of legislation is the passage of the VAT Bill. Since we came into this House after elections, we have exercised a lot of patience and we have waited for too long for our welfare to be taken care of. I think as much as we require more induction, we also need some training on the use of language, because I do not foresee a situation where a Member will imagine that one Member is out of his mind, which means he is insane in medical terms. I have looked at the report and I find that this is a lady who is extremely qualified and also in her life she has been awarded a Head of State commendation.
