On this particular item, I want to share the views of hon. Martha Karua that we should not at any time contemplate extension of time for this particular Bill and also the Land Registration Bill.   • 22 Feb 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I just want to draw attention to Clause 5 on the functions of this commission. I ask hon. Members to vote for this Bill without hesitation, because its functions are so clear, particularly part (c) which says talks of “to initiate investigations on its own initiative or on a complaint into present or historical land injustices and recommend appropriate redress”.   • 22 Feb 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the powers also in Clause 6 are to be commended without hesitation whatsoever; under Clause 6(2) this Commission will have power to gather by such means as it considers appropriate, any relevant information, including requisition of reports, records, documents or any information from any source, including any State organ and to compel the production of such information where it considers necessary.   • 18 May 2011 in National Assembly: asked the Minister for Lands:- (a) whether he could table the report by the probe Committee led by the then Deputy Provincial Commissioner, Calistus Akello on the problem of squatters in Ndalani Location of, Yatta District, which was conducted in 1989- 1990; (b) why the Government has failed to solve the problem of squatters; and, (c) what action the Government is taking to ensure that the squatters are not harassed and/or evicted by the “absentee landlords”. view

  • 23 Feb 2011 in National Assembly: Mr. Temporary Deputy Chairman, Sir, I beg to move:- THAT, Clause 34 (p) be further amended by:- (a) adding a new paragraphs as follows:- “a representative of an organization or association dealing with human rights and legal aid to children” (b) “a representative of an organization or association dealing with human rights and legal aid to women.” This Clause will bring issues to do with women and children in line with the Bill of Right and other issues which are close to women. view

Member, who is my very good friend and a very senior lawyer, in order to mislead the House by suggesting that the words I have used are an invention when, for example, Article 164(2) says:- “There shall be a President of the Court of Appeal who shall be elected by judges of the Court of Appeal from amongst themselves.” view
  • 3 Feb 2011 in National Assembly: Mr. Speaker, Sir, since you have allowed comments, allow me to make only one. As I said during this point of order, you certainly have demonstrated that you are qualified to be a Chief Justice or even a High Court Judge. I want to salute your findings and perhaps suggest that at some opportunity, you also emphasize that Article 3 of our Constitution and Chapter 6 of our Constitution is one that all organs of the State must pay attention to, in addition to Article 10. I salute you and welcome the findings. view
