On the issue of registration of titles, the work of the NLC is only to advise on policy matters and comprehensive registration of land. So, we find it a bit worrying when some of our colleagues say that there are some powers that we are trying to remove from the NLC and we are dishing them to the CS. So, we are very keen on that.   • 17 Mar 2016 in National Assembly: Thank you, Hon. Temporary Deputy Chairlady. I am Member of that Committee and we have visited so many places to investigate land issues. Munengi Forest in Naivasha had the same issue that Hon. (Dr.) Pukose has raised. I sympathise with what they are going through, but it will be bad to set a precedent whereby anyone with an issue concerning a forest brings its name to Parliament and we approve it.   • 16 Mar 2016 in National Assembly: I would like to support the amendment by the Chair. It will be very important to have a very clear way of degazetting forests. We have a lot of issues with our forests and if we are not clear, people might sneak in other amendments in our Bills that are likely to degazette forests. Knowing that the international requirement of 10 per cent forest cover should be implemented in Kenya, we should be very careful with the existing forest and any other land that has been illegally acquired that people have been agitating to degazette as forest land. view

I would like to happily report that we had numerous meetings during which we discussed the Bill with various interested parties. view
  • 2 Mar 2016 in National Assembly: A taskforce was formed under the Ministry of Land, Housing and Urban Development to come up with proposals to be contained in the Bill. The taskforce gave us recommendations. During the Committee of the whole House, we will introduce a lot of those recommendations. There is also the issue as to whether the taskforce Bill was ignored. I would like to report that the taskforce was formed under the guidance of the Ministry. When the Ministry drafted the Bill, they borrowed heavily from the taskforce’s recommendations. There is a lot of fear that there might be misuse of public land. That is why most of the people who talked to us expressed concern. Most of the people we interacted with felt that the county government should not be given that right. There is also the issue of the right of use of land. We know very well that there is a transition period during which communities have to identify themselves for purposes of registration.
