Mr. Speaker, Sir, water is life to human beings, animals and plants. We lose a lot of this water when it runs off into the oceans during rains. What steps is the Minister taking to harvest and securely store such water?

Mr. Speaker, Sir, I beg to ask the Minister for Agriculture the following Question by Private Notice. (a) Is the Minister aware that KTDA recently bought 26 continuous fermenting machines (CFMs) at a cost of more than Kshs260 million? (b) When were the tenders advertised, opened, analysed and awarded? (c) Could the Minister confirm that the machines were supplied without the relevant conveyors?

Mr. Speaker, Sir, the answer given by the Assistant Minister is so unsatisfactory. Sometime last year, the KTDA placed an order for a machine and I have a letter to that effect, which I want to table before the House. The machine which was quoted by the KTDA to the seller was going for Kshs8.49 million, excluding the Value Added Tax (VAT). If you add VAT, it adds up to Kshs10 million. So, this means that the 26 machines were bought at slightly over Kshs260 million. That is money belonging to the tea farmers. These machines were bought without---

Mr. Speaker, Sir, the same machine can be obtained locally at Kshs7.2 million. That aside, could the Assistant Minister confirm or deny that before this transaction was undertaken, the factories concerned were not consulted?

Mr. Speaker, Sir, I wish to thank the Minister for that answer. I am grateful because he is concerned and aware that the road is in a state of disrepair. As you are aware, that road extends from the one which at the moment is being done, from Naivasha through Gilgil to Nakuru. This road has become so bad, yet it is so crucial because it links us with Uganda. I would like the Minister to be very specific. He has said that he is approaching the World Bank for funding. Mr. Speaker, Sir, because of that bad road, vehicles are now diverting or using smaller roads. Most of the vehicles are now using the Sosiot-Sondu Road to Kisumu and, therefore, putting a lot of pressure on a road that is not meant for heavy traffic. I would like to ask the Minister to also consider availing funds for the repair of those smaller roads because they are now getting potholes.
