I want to start by saying that the whole essence why the Supplementary Estimates are brought here is to seek approval of Parliament. The other function that Parliament plays in the Supplementary Budget is that of the watchdog. Assistant Minister has admitted that he is aware that Kenyans lost a lot of money through the so-called "pyramid schemes". The basic meaning of the word "bank" is that, it is an institution that collects and lends money to the public. These institutions have been operating in this country.
