  • 21 Jun 2023 in Senate: Secondly, when I was answering this question, I said we are not procuring. We are only facilitating importation by extending duty waivers as a Government incentive for people to bring food commodities into the market. So, in terms of cost, I must admit that the revenue of the Government is lost because import duty is not paid. However, that is the incentive for everyone to bring in. That is to the extent that the Ministry goes to ensure these items are here. view
  • 21 Jun 2023 in Senate: I am the one who gives permits to any importer to bring sugar. I can tell you that I have not given any permit to KNTC to bring 200,000 metric tonnes of sugar. I have not and the official position is that of 280,000 metric tonnes. Of these, 100,000 was gazetted in December, another for 25,000 and on 25th May, another gazettement of 180,000. So, there is no other sugar that is coming outside the Common Market for Eastern and Southern Africa (COMESA) duty-free other than those quantities I am talking about. So, that is a far as the Ministry ... view

The whole purpose of the project was to increase productivity and build resilience to climate change. On question (a) I am supposed to give a breakdown of the amount of money that has been extended to the North Frontier Counties from this project. Looking at page one of the answer that has been given to you, you will find that the Northern Frontier Counties have a development council which is composed of Marsabit, Isiolo, ... view

  • 21 Jun 2023 in Senate: meant to lapse on 30th September. I am sure that by the time we get to 30th September, all the other counties will have achieved their target. So, Mheshimiwa, Senator of Marsabit County, it is 100 per cent. You have good people. Your Governor has done a good job. We work closely together in the implementation of this project. The last question, Mr. Speaker, Sir, is whether there has been any audit of this project and if so, we are supposed to provide the financial audited statements. The Kenyan National Audit Office audits the project. We have the audit reports ... view
  • 2 Dec 2021 in Senate: On a point of order, Mr. Temporary Speaker, Sir. To add to what Sen. Mutula Kilono Jnr. has said, in the past, the reason why such Bills were subjected to The electronic version of the Senate Hansard Report is for information purposesonly. • 2 Dec 2021 in Senate: the Committee is because with a toothcomb, the Committee is able to go through the Bill and come up with amendments or form an opinion on the Bill, do a report which is always tabled here so that it guides the Members who have not had an opportunity to interrogate the Bill properly to contribute and understand the Bill more. In the absence of a report tabled before this House by the Committee, I feel that it is quite unfair for us to be rushed to pass the Bill yet we know the kind of problems that we have gone ... view
  • 2 Dec 2021 in Senate: Thank you, Mr. Temporary Speaker, Sir. The issue that Sen. Sakaja has raised is very important. I want to persuade you to ensure that this Parliament conducts its constitutional duty with caution and care because Parliament is not a conveyor belt. It is not a rubber stamp. view
  • 2 Dec 2021 in Senate: Mr. Temporary Speaker, Sir, it is so demeaning that a name would be proposed, passed by a Committee and brought here one afternoon. It is then expected that we would just pass the name, without debating or having the opportunity to read the report and understand the basis that informed the Committee in making that recommendation. It is only important that we have time to look at the report and see who the other applicants were and, why in the opinion of the Committee they decided to recommend one particular person. I cannot understand what the issue is all about. ... view
