Mr. Speaker, Sir, I am kindly asking you to protect the lawyer of the Governor when he is asking questions to make sure they answered. The questions being raised have a serious dimension on his character and integrity. If he can do that, how is the Senate required to trust and believe what he is saying? It is important for him to answer.

Madam Deputy Speaker, probably to assist in saving time because of the strict nature of these proceedings and having heard the counsel confirm that the statements are with us, why can we not suggest or propose that you adopt the statement, it is cross-examined and then re-examined. I think that will have saved 10 or so minutes.

I have heard my colleagues speak to this matter. With tremendous respect, I invite you to apply your discretion to determine this matter. This is because of the seriousness of the debate that is before this House today. Mr. Speaker, Sir, I have a problem with the combination. First, having heard the directions that you gave in regard to the area where a Member sits and how they should be dressed so that they can contribute to the matter before the House, I am left wondering whether we have the capacity to establish if the particular area where one is ...

Mr. Speaker, Sir, allow me to thank Sen. Cheruiyot for bringing this Statement. For those that have forgotten history, it is important for me to take this opportunity to remind Kenyans and those who were in the National Assembly in the Tenth Parliament--- I think it is only Sen. Wetangula, Sen. Khaniri, Sen. Outa; there are very few Members in this House. At that time, we were faced with a seriously problem. We had just been elected and the country was facing serious problems because of the post-election violence. The buildup to that violence had taken quite some time because ...

Thank you, Mr. Speaker, Sir, for this opportunity. Allow me to thank Sen. Cherargei for requesting this Statement. One way or another, this reminds this Parliament of our great responsibility as a House to oversight the Government. You will agree with me that when the locusts invaded this country, nobody was prepared for them; they came as an emergency. In most cases, many millionaires have been created in this country out of emergencies. You remember the nature in which we had to deal with this locust outbreak. I am sure that most procurements within the Ministry of Agriculture, Livestock and ...

invasion really destroyed crops in a number of counties in this country. The amount of food that would have been produced within this period of time must have been interfered with. The request for this Statement at a time like this will give us an opportunity to understand whether the country is really prepared to ensure that there is food security for the next couple of months. This will give us an opportunity to understand the level of preparedness of Government to deal with inadequacy in food provision. You never know, we may be heading to a situation where we ...

Mr. Speaker, Sir, thank you for this opportunity. I want to share my comments and ideas about this Report. However, allow me to associate myself with the sentiments of Sen. Murkomen and Sen. Orengo and the others who have spoken with the suggestions that this Report forms part of our preparatory report on how we need to address the issue as we move forward. This Report before us this afternoon is a reflection of how we are as a country. Nothing that is further from the truth. Mr. Speaker, Sir, I have listened and I have also had an opportunity ...
