  • 3 Jul 2019 in Senate: moment for this country that we sit here this afternoon, trying to explain ourselves. This should not be happening and it is sad. For those men who are polygamous, when one is in such a relationship, they must take up that serious responsibility as a parent. view
  • 3 Jul 2019 in Senate: Mr. Deputy Speaker, Sir, I am bringing the aspect of polygamy so that the basic understanding can be understood by the people I am trying to address. I am saying this because when you pick up that responsibility, as a parent; you have children from different mothers who are quarrelling, you must come in say, “You girls and boys are my children, and this is the direction I want you to follow.” We are, therefore, in a situation whereby our parents have become irresponsible. This is because they sit and watch us, as one House is trying to tear up ... view
  • 13 Jun 2019 in Senate: Thank you, Madam Temporary Speaker. I support this Petition. What has been enumerated by the Petitioner is the truth and nothing but the whole truth. It is not that we do not have adequate laws to deal with the problems that are facing the counties. The problem is the enforcement of the relevant legislation that relate to procurement, hiring of officers and the rest. I want us to think of a way of dealing with this matter proactively so as to bring them to a stop. You will realise that we--- The electronic version of the Senate Hansard Report is ... view
  • 11 Jun 2019 in Senate: Mr. Speaker, Sir, it must be by default. I apologize. view
  • 28 May 2019 in Senate: Mr. Speaker, Sir, I join my colleagues in welcoming the students from Bondeni Primary School to Parliament. I wish to encourage them that just like Sen. Mwaura has said, young people dream while old people tell tales. I can assure them as the young people of this country, depending on the way they work hard and the efforts that they put in their studies, they can make it because it all depends on them. If they are focused on becoming legislators, this is an opportunity to learn briefly on what the requirements and the duties of MPs are. By and ... view
  • 28 May 2019 in Senate: properly intellectually endowed and get the necessary training for purposes of facing challenges in the future. Mr. Speaker, Sir, I wish them well in their studies and welcome them to Parliament. view
  • 14 May 2019 in Senate: Mr. Speaker, Sir, personally I am happy that, whether by design or by default, the Bill was signed into law. That gives us an opportunity as the Senate to raise our antennas and look at the kind of impunity that takes place in this country. The Constitution and the law are very clear. We have the Chief Executive Officer (CEO) of the country with serious legal minds that are supposed to advise him. Even without taking the advice, having served as a Member of Parliament (MP) and understanding that it is subject to the Constitution and the law, he should ... view
  • 30 Apr 2019 in Senate: Mr. Deputy Speaker, Sir, I add my voice to this particular important Bill before this House. I stand to support it with the proposed amendments by the Committee on Finance, Commerce and Budget. Mr. Deputy Speaker, Sir, as many of the speakers have said, the cardinal principle of protecting the interests of the people in our counties and their governments is our mandate that we cannot compromise. Whatever it takes, we must stand to be counted. I must tell you that before I came for this sitting, I had a meeting with the people of Meru County at a function ... view
  • 3 Apr 2019 in Senate: Mr. Speaker, Sir, I join my colleagues in thanking Sen. Mutula Kilonzo Jnr. for raising this matter. Whatever happened is a matter of serious concern. This Senate should be seized of this matter, so that we come up with ideas on legislative proposals to address such a thing in the event that it occurs in the future. Nobody would have expected a situation where a governor, the deputy governor, the county secretary and all the other senior officers would face charges and leave a county without an executive. I do not want to challenge the decision by the learned magistrate ... view
  • 3 Apr 2019 in Senate: complain about certain judgments or rulings. Since we have a judicial mechanism, I expect them to challenge such because some people seem not to be interpreting the law as required. The purpose of bail is to enable the system establish as and when one is required to attend court. Even if you were a billionaire, Kshs100 million is not little money that can you just rush to court. view
