  • 3 Apr 2014 in National Assembly: Thank you, hon. Temporary Deputy Chairman. I really want to ask for the indulgence of this House. Madam Wanga please kindly hear me. I have just come in and I want to ask the House to indulge me because I have not really had the opportunity to benefit from the debate that preceded my chance of speaking but from what has been said I want to believe that this House is a House of rules. I want to believe that from time immemorial precedent and practice have been used to look at matters that have been determined before this House. ... view
  • 3 Apr 2014 in National Assembly: We cannot be breaking the rules that have been made. It is the feeling of every Member in this House that this is a matter that we must reconsider. If we did a mistake and passed this thing, then it will be very difficult for us to come with amendments. I want to suggest that we stand down this particular Motion, and then reconsider it tomorrow or any other day. We must all understand that if the Constitution provides that The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be ... view
  • 26 Mar 2014 in National Assembly: Thank you, hon. Deputy Speaker. You know this is a very serious House and we must look at matters that come before this House for debate holistically. When you look at the effect of whatever laws that we must pass--- We cannot make laws just for the sake of it. We make laws for the people to abide by them and there is no other institution that has authority to make any other law other than this Parliament. • 26 Mar 2014 in National Assembly: What I am saying is this: For those people like hon. (Ms) Odhiambo-Mabona that have never formed a government and have no possibilities of forming governments, they have that excitement of trying to fly the Kenyan flag because--- I oppose this amendment because of the reasons earlier stated. I kindly ask you, please, hold your horses until such a time that you are able to form a government and fly a flag. That is because it is something that is revered and respected. It is not for everyone. I oppose. view

  • 20 Mar 2014 in National Assembly: On a point of order, hon. Temporary Deputy Speaker. I have listened to the Leader of Majority Party very well and there is a matter that he really did not pursue to put into proper perspective or light--- view
  • 20 Mar 2014 in National Assembly: Hon. Temporary Deputy Speaker, I want the Leader of Majority Party to give this House a proper position on what the Government should do in the event or in a situation where the statute is in conflict with a resolution of the House, as hon. Mbadi was asking because this House has clearly resolved that the appointments of those Members of the Commission did not follow the procedure and I know--- view
  • 13 Mar 2014 in National Assembly: Thank you, hon. Speaker, for giving me this opportunity. I just want to speak on this Petition and from the ouset, say that I support it. However, as the Committee considers this Petition, I want to remind the country that ESP projects were the brain-child of our current President. Those ESP projects cut across the country. • 13 Mar 2014 in National Assembly: you go to any constituency, you will find that, at least, there could be one or two projects that have stalled. They have not been finished because the money that was voted for them was not sufficient and, hence, the failure by the implementing committees to complete the projects. My prayer would be that because we are in the budget-making cycle, for the projects that have not been finalized, kindly with the able leadership of hon. Mutava Musyimi as the Chairman of the Budget and Appropriations Committee, to consider getting some money for the completion of all the ESP projects ... view
