  • 12 Mar 2014 in National Assembly: Thank you, hon. Speaker. I rise with a lot of humility to seek your indulgence and being aware that the rules of this House prohibit anticipatory debate. When I look at the next Order, which is the next Motion, I want to kindly ask you because there is no time for debate on this particular Motion, the Mover should just be called upon to reply. Allow me to make this Statement that today is a very great day for this country. Indeed, the Kenya National Assembly, the Senate and the county assemblies are in ecstasy. The prince of impunity, arrogance ... view
  • 5 Dec 2013 in National Assembly: Thank you, hon. Speaker, Sir. The issue I want to raise with your indulgence is a matter that does not touch on the issue that is on the Floor of the House, but is a house keeping matter. This House is referred to as the august House, and a House of honourable Members of Parliament. The face of this Parliament reflects the image of the country. One thing that I am really wondering about is whether the support staff of Parliament is really serious in ensuring that Members of Parliament work in an environment that is good or is able ... view
  • 5 Dec 2013 in National Assembly: before you, what you leave are finger prints. I do not know when these tables were cleaned, or probably the maintenance materials or sprays that are used to clean these tables. I do not expect this Chamber to be dirty to the extent that when you want to pick a book or write, first of all you have to dust the table with your fingers. We want to seek your guidance on how we should move and ask anybody that is in doubt to come and check all these three tables and any other. It is really, dirty and dusty ... view
  • 27 Nov 2013 in National Assembly: Asante sana, Bi.

  • 2 Oct 2013 in National Assembly: Yes. Thank you, hon. Deputy Speaker. I am very grateful for giving me this opportunity. At that time I was really burning because the Chair of this Committee wanted to make this matter personal. I wanted to tell him that there was nothing personal between me and Mrs. Serem. I was only defining the law and the Constitution of this country because I have a duty to do so as a Member of Parliament. This is why I also want to take this opportunity to support this Motion despite the misgivings that I have with that Commission because I believe ... view
  • 2 Oct 2013 in National Assembly: Thank you, hon. Deputy Speaker. I want to start by saying I really sympathize with hon. Murungi because of what has happened. If there are people who have found themselves in this mix, and having heard very clearly what the Chair said, it is really unfortunate. If the process has been flawed--- If the process is wrong, the end product will be wrong. Hon. Deputy Speaker, I really want to take this opportunity to thank this Committee because it is wonderful. This Committee has restored the dignity of this House by rising beyond ethnicity and regionalism as this is a ... view
  • 2 Oct 2013 in National Assembly: Hon. Deputy Speaker, I think it would be in the interest of this House and the country to conclude. I am saying that there has been a lot of lobbying on this matter. There has been conspiracy. People are saying that the Speaker must extend this matter to tomorrow because some people want to be lobbied to come and disagree with the hon. Members of this House. Let us not set bad precedent. The Committee is the one that had time to interact with the individuals. It will be very dishonest for me to disagree with a Committee of Parliament ... view
  • 2 Oct 2013 in National Assembly: Hon. Deputy Speaker, I am almost getting defeated because I realise that the strategy is almost working out. I have worked very closely with the Leaer of Majority Party, and I know that the issues being raised are for the purpose of wasting time. Nevertheless, let me ask the House to consider this matter with a lot of sobriety. This is because we are making rules and creating a precedent. The Committee has looked at this and realized that so and so was the best evaluated. How do we reward merit? Issues about balance will be there. I think there ... view
